Introduction The Prince William County Department of Information Technology is seeking a detail-oriented and strategic Software Asset Management Manager. This position will oversee the organization's software assets, optimize software usage, and ensure compliance with licensing agreements while supporting the county's technology objectives. The manager will play a crucial role in maintaining cost efficiency and reducing risks associated with software procurement and management. Ideal candidates should possess excellent analytical, organizational, and communication skills and have the ability to work independently and collaborate with cross-functional teams. Key Responsibilities for this Role: Software Asset Lifecycle Management:

o Ensure an accurate software inventory across all departments.

o Oversee the software asset lifecycle, which includes acquisition, deployment, maintenance, and decommissioning.

o Improve processes related to Software Asset Management (SAM) Compliance and Risk Mitigation:

o Ensure compliance of the software with licensing agreements and regulatory standards.

o Implement regular audits to identify any discrepancies.

o Maintain comprehensive and updated records for the purpose of external audits. Cost Optimization and Budgeting:

o Conduct a thorough analysis of software utilization to identify licenses that may be underutilized or redundant and propose strategies aimed at achieving cost savings.

o Collaborate effectively with the procurement team to ensure optimal strategies are employed for purchasing and renewal.

o Assist in the budgeting process by delivering comprehensive reports on software expenditures and usage trends. Vendor and Contract Management:

o Maintain relationships with software vendors to negotiate advantageous terms and conditions.

o Assess and supervise software license agreements to ensure compliance with county policies and objectives.

o Monitor contract renewal dates and implement timely actions to avert service disruptions. Policy Development and Training:

o Develop and implement software asset management policies that align with county IT governance standards.

o Offer training and guidance to staff on appropriate software usage and compliance practices. Reporting and Analytics:

o Generate regular reports regarding software utilization, compliance levels, and potential cost savings.

o Provide insights and data-driven recommendations to the IT leadership to facilitate informed decision-making. Minimum Requirements:

High school diploma or G.E.D. and 7 years of related experience. Preferences: Bachelor's degree in Computer Science or a related field 5 years of experience in software asset management and IT asset management for large-scale enterprise software environments 5 years of experience managing budgets 5 years of experience in contract negotiation and vendor management 3 years of experience with SAM Tools (i.e., ServiceNow, Flexera, Snow, or similar) 3 years of experience with cloud-based software licensing and management Certified Software Asset Manager Certification ITIL 4 Foundation Certification Special Requirements: All employees considered for hire by the Department of Information Technology must pass a thorough Background Investigation and have a clean driving record. Work Schedule:

This position is classified as exempt with the expectation that the candidate will complete duties within the time frame required. The standard workweek is 37.5 hours, Monday - Friday between the hours of 8:00 am to 5:00 pm. After-hours and weekend work are occasionally necessary to provide services that cannot be performed during normal business hours. This is a telework-eligible position that may revert to in-office scheduling if business needs change. Hiring Salary Range : $91,162.50 - $152,509.50
