California Department of Public Health (CDPH) is seeking a highly motivated Performance Management Consultant (Staff Services Manager I) to assist managers and supervisors with the appropriate and timely application of progressive discipline processing and addressing sensitive/complex concerns related to performance and conduct in the workplace. This is a 12-month Limited-Term Full-Time position that may be extended or become Permanent. Job Description and Duties

The Staff Services Manager I (Specialist) serves as a non-supervisory, highly skilled, organized, and experienced special consultant. Responsibilities include providing guidance and expertise to CDPH managers and supervisors when handling sensitive/complex employee performance and conduct concerns, and administration of the state’s disciplinary process. This position is part of the Performance & Policy Consultation Unit in HRD’s Strategic Talent Management and Development Branch (STMDB) and works with the Performance & Training Compliance Management Unit (PTCMU). The STMDB focuses on fostering an engaging environment that encourages development. The candidate should be able to: guide on technical aspects of policy and discipline assist managers and supervisors to handle matters using trauma-informed principles or similar employee engagement practices Desirable Qualifications

In addition to evaluating each candidate's relative ability, the following factors will be used for consideration: Experience with personnel matters, including employee discipline, and interpreting laws, rules, and regulations Ability to act independently, take initiative, and adapt to changing priorities in a fast-paced environment Ability to analyze data and present ideas effectively both orally and in writing Knowledge of trauma-informed practices within the workplace Demonstrated leadership, openness, approachability, and supportiveness Problem-solving skills for issues without clear answers Ability to organize workload, manage multiple assignments, and work under pressure Commitment to creating an equitable and inclusive workplace where diversity is valued Experience with Microsoft Outlook, Word, Excel, PowerPoint, Teams, and SharePoint Statement of Qualifications (SOQ)

New to California State Service candidates must take and pass the examination for this classification to be eligible for hire. This position may be eligible for telework up to three days per week and requires in-person work at the designated headquarters at least two days per week. Telework eligibility is subject to department policy and change. California residency is required for teleworking employees; candidates outside California may be interviewed, but must establish California residency prior to appointment.
