Overview
The Department of Public Health (DPH), Revenue Cycle is recruiting for a
Revenue Optimization Analyst
who performs healthcare revenue optimization initiatives and quality incentive programs to support departmental objectives and financial sustainability. Responsibilities include analyzing revenue cycle and financial data, ensuring compliance with health plan, federal and state requirements, and developing strategies to optimize reimbursement and improve quality outcomes. The Revenue Optimization Analyst will lead and provide training to ensure effective program operations and staff development. Official Class Title: Staff Analyst II. Direct and monitor the administration of healthcare reimbursement and quality incentive programs. Assist in the development and implementation of policies, procedures, and operational standards to ensure program effectiveness. Coordinate efforts across departmental sections to integrate program activities into daily operations. Monitor program revenue and expenditures; prepare fiscal forecasts and analyses. Develop recommendations to maximize reimbursement and incentive opportunities. Ensure compliance with federal, state, and payer regulations related to reimbursement and quality initiatives. Oversee audits, reporting, and quality monitoring to maintain program integrity and readiness for external review. Prepare performance reports for leadership and oversight agencies. Collect, analyze, and report data related to program performance and financial outcomes. Maintain dashboards and tracking systems to evaluate key measures and trends. Provide data-driven recommendations to optimize performance and sustainability. Provide training and technical assistance to staff on program participation and documentation requirements. Collaborate with programs and teams to improve workflows, documentation, and performance. Serve as a liaison with leadership and external partners on compliance and performance expectations. Travel:

Must possess Two (2) years of experience in a healthcare finance, revenue cycle, healthcare program administration, or related area performing healthcare reimbursement, payer incentive programs or healthcare regulatory compliance. REQUIRED EDUCATION
Must meet one of the following options: Bachelor's degree in health administration, public/business administration, public health, accounting/finance or other relevant field of study. Important notes regarding qualifying education and experience
Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. (Must be attached if applicable.) General office/clerical, retail sales, eligibility worker, employment services, child support services and other similar experience is not considered qualifying. The ideal candidate will possess strong analytical, organizational and communications skills. A Master’s degree in one of the qualifying fields of study is preferred. Examination Procedure
