Overview

Jefferson Parish is seeking a dynamic, highly motivated leader who can work effectively and collaboratively with the Parish Administration, Jefferson Parish Council, Department Heads, as well as other Local, State and Federal governmental agencies and public officials. The Accounting Director leads and manages the financial accounting operation of the Parish, ensuring compliance with governmental accounting standards, laws and regulation. The role is responsible for maintaining the integrity of financial records, overseeing budgetary controls, preparing financial reports, managing audits, and supervising accounting staff. The Director supervises approximately twenty (20) employees and oversees an annual operating budget of approximately $2,500,000. Responsibilities

Direct all accounting operations, including general ledger, accounts payable/receivable, payroll, grant accounting and fixed asset accounting. Develop, administer and utilize an accounting system to ensure proper recording, measuring and reporting of financial activity. Prepare and issue financial reports or oversee and approve report preparation. Review all accounting matters to ensure compliance with all governmental accounting principles, policies and procedures. Draft and circulate various Parish-wide policies over payroll, accounting, and other financial procedures. Oversee biweekly payroll process for sixteen (16) separate entities. Review and approve all direct expenditure and travel and training purchase orders. Responsible for preparation and issuance of the December 31 year-end Parish Annual Comprehensive Financial Report (ACFR) including related footnotes, schedules, and the Schedule of Expenditures of Federal Awards (SEFA). Review and approve department requests for purchase orders; verify account numbers and availability of funds. Ensure payment of Parish accounts payable and other matters. Coordinate annual external audit and assist other departments in responding to audits by grantors, Internal Audit Department, and the Jefferson Parish Office of Inspector General. Attend Council meetings and other meetings as needed or required. Meet with Parish administrators, Council members and other department personnel to resolve accounting problems. Develop and administer a system of fixed assets control and accounting for all fixed assets owned by the parish. Manage all Parish accounts, books, vouchers, and documents of all public money received and disbursed relative to its revenue, debt and fiscal affairs not legally required to be kept by another person. Ensure effective internal controls are in place to protect Parish assets and support operational efficiency. Evaluate process improvements and opportunities for automation. The ideal candidate is a visionary offering leadership capability and a proven track record of successful interactions with members of the public, employees, and elected officials. Qualified candidates will have a four-year degree in accounting, business administration, finance, economics, computer sciences or a related field with at least three years’ work experience; OR ten (10) years of significant experience in governmental accounting OR a licensed certified public accountant with three (3) years of professional work experiences. Additionally, the successful candidate shall possess and maintain a valid Louisiana Driver’s License or have the ability to secure one within ten (10) working days of hire. Compensation

The starting salary range for the position is $107,752 - $134,690. Starting salary will be commensurate with education and experience. Executive level employees are eligible to receive a monthly auto and cell allowance of approximately $960 a month. Benefits

There shall be a Director of Accounting appointed by the Parish President with the approval of the Council. The individual selected will report during emergency situations.
