Direct daily solution development administration and application system implementations across Java, .NET, SaaS, and other technologies; engage with CTO, governance bodies, stakeholders, vendors, and management; validate product roadmaps and prioritize work. Lead solution requirements and implementation execution for product management in collaboration with product management, DevOps, QA/testing, and support teams; respond to intake requests, perform solution evaluation/estimation, and participate in Agile/Scrum ceremonies; manage budgets and monitor resource allocation. Provide leadership for staff through performance evaluations, mentoring, training, and development plans; assign work, set expectations, and conduct HR-related activities including leave approvals and staffing decisions. Formulate and oversee processes, policies, and standards for Agile product management and project delivery; develop short-term and long-term operational plans in collaboration with executive leadership and stakeholders. Perform other assigned tasks as needed. Knowledge, Skills, and Abilities
Knowledge of Cloud Services on AWS and Azure; experience with Java/.NET development; knowledge of RDBMS, SQL, and PL/SQL. Knowledge of Cybersecurity, IT governance, and enterprise change management; familiarity with RPA and automation technologies (e.g., Blue Prism). Experience with Agile Scrum using Jira; ability to manage large teams and complex enterprise solutions; strong verbal, written, and presentation skills; object-oriented design and programming skills. Ability to build consensus across multiple teams and remote locations; capacity to learn quickly and manage project schedules; commitment to excellent customer service and operating in a government environment. Qualifications
Education: Graduation from a four-year college or university in business or related field; experience may substitute for education on a year-for-year basis up to four years. Experience: Minimum 5 years in Enterprise Software; minimum 5 years in direct technical management; minimum 4 years in SDLC processes, coding standards, change control, and version management; minimum 2 years in Agile development methodologies. Position may be eligible for telework; telework is subject to state and agency policies and manager discretion.
