Definition
Under Board of Supervisors and County Administrative Officer’s direction, to plan, organize, direct, and manage the County's Department of Transportation and Public Works and the County Surveying Department. To provide supervision and management oversight; to oversee the planning, design, construction, maintenance, and operation of roads and public works facilities; to oversee the Surveying Department, Special District services and County Service Areas; to administer grant programs; to develop and implement Public Works ordinances and policies; to be responsible for the proper enforcement of pertinent ordinances, rules, and regulations; to perform special assignments as directed from the Board of Supervisors and County Administrative Officer, and to do related work as required. Distinguishing Characteristics
This is a single-position class for the position, which oversees and directs the functions and activities of the Department of Transportation and Public Works and County Surveying Department. Responsibilities include directing, coordinating, and supervising the work of Department staff, preparing and administering the budget, and performing a broad range of complex professional work. Reports To
Board of Supervisors and County Administrative Officer. Classifications Supersvised
Deputy Director of Public Works, County Surveyor, Senior Project Manager, Public Works Maintenance Superintendent, and Fiscal Officer. The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all the duties listed. Plans, organizes, and directs the functions, programs, and operations of the County's Department of Transportation and Public Works. Oversees the operations and functions of Special Districts and County Service Areas. Provides administrative direction and oversight for Department staff. Develops and administers the Department budget. Oversees the planning, design, construction, and maintenance of Public Works facilities and County roads. Performs long range Department and Capital Improvement Planning. Develops a Capital Improvement Budget. Approves the design of Public Works projects provides engineering expertise and oversight for grading, flood control, sewer systems, water systems, and structures. Directs and coordinates the work of engineering consultants. Responsible for the development and administration of grants; participates in transportation planning for the County. Works with, provides expertise, and coordinates the functions of a variety of boards and commissions. Provides expertise for the County Planning Commission, LAFCO, and the Board of Supervisors. Responsible for the development, submission, and presentation of Department reports; approves Department expenses. Maintains current knowledge of legislation, practices, and case decisions regarding Public Works operations and development. Maintains contact with the press and community organizations. Performs special assignments for the Board of Supervisors and County Administrative Officer. Interprets policies and regulations for the public. Represents the Department of Transportation and Public Works with regional and local boards and commissions and other government agencies. This position operates independently of the Road Commissioner function, which is administered through a separate appointed classification. Knowledge of

Communicate clearly and effectively verbally and in writing. Be responsive to priorities and direction given by Board of Supervisors and the County Administrative Officer. Plan, organize, supervise, and administer the functions of the County Department of Transportation and Public Works. Provide management, training, and supervision for Department staff. Perform a wide scope of complex professional engineering work. Direct and manage the development and administration of grants. Oversee the gathering and maintenance of information regarding Department of Transportation and Public Works, Surveying Department, Special District, and County Service operations and functions. Develop and administer the Department budget. Operate a computer and appropriate software in the performance of public works administration responsibilities. Direct the preparation and prepare clear, concise reports. Effectively represent the County Department of Transportation and Public Works and Surveying Department with the public, community organizations, boards, commissions, and other government agencies. Establish and maintain cooperative working relationships. Typical Physical Requirements
Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; corrected hearing and vision to normal range; verbal communication; use of office equipment including computers, telephones, calculators, copiers, and FAX. Typical Working Conditions
Work is usually performed in an office environment; occasionally works outside; continuous contact with staff and the public. Bachelor’s Degree in Business Management, Public Administration, Civil Engineering or related field. Advanced educational training in civil engineering is highly desirable. Experience

Possession of an appropriate California Driver's License issued by the California Department of Motor Vehicles.
