Overview Engineering Assistant 3 / Engineering Associate / Engineering Architect 1 (PCN 251432) – Northern Region, Design, Engineering, & Construction. Full Time. Job Number 51402. Closing Date: 09/12/2025. Organization: Transportation and Public Facilities, Division NRD-Right of Way and Utilities.

What you will be doing

Develop bid-ready PS&E documents and detailed plans for medium-complex projects.

Complete preliminary and detailed highway/airport designs in compliance with standards.

Coordinate utilities, ROW, and conduct field investigations.

Support public involvement through presentations and stakeholder engagement.

Write technical specs, cost estimates, reports, and administer PSAs/Interagency Agreements.

Lead preparation of complete PS&E documents, studies, and plans for medium-to-high complexity projects ( Engineer/Architect 1 level).

Perform advanced design work (traffic, highway, aviation) with manuals and modeling software.

Conduct investigations, utility/ROW coordination, and manage stakeholder/public outreach.

Prepare engineering documents and oversee them; independently administer PSAs/Interagency Agreements: proposals, consultant selection, monitoring, and coordination.

Seal engineering documents prepared by self or under supervision (Engineer/Architect 1 level as applicable).

Who we are looking for Position-specific competencies include:

Civil Engineering:

Knowledge of planning, design, construction, operation, and maintenance of facilities such as buildings, transportation systems, water and sanitary systems, and other public works.

Problem Solving:

Identifies problems, assesses information, uses sound judgment, and makes recommendations.

Oral and Written Communication:

Effectively conveys information to diverse audiences; delivers clear oral presentations; listens and responds appropriately.

Minimum Qualifications Engineering Assistant 3

Bachelor's degree with a major in engineering, architecture or land surveying from ABET-accredited institution AND two years of engineering/architectural/land surveying experience (one year at working or intermediate trainee level), including work as an Engineering Assistant 2 with the State of Alaska or equivalent.

Or a bachelor's degree in a non-ABET-accredited program with an Engineer-In-Training (EIT) certificate or FE exam verification, plus two years of relevant experience as above. Substitutions: four years of ABET-accredited postsecondary education in engineering/architecture/land surveying and/or related experience may substitute for the degree; graduate study may substitute for experience.

Engineering Associate

Eight years of progressively responsible work experience in engineering, land surveying or architecture, with one year as an Engineering Assistant 3 or equivalent. Substitution: ABET courses or a ABET-accredited bachelor’s degree may substitute for part of the experience.

Engineer/Architect 1

Registration as a Professional Engineer (PE) or Architect. Positions require professional registration in the designated field; Alaska comity requirements apply for non-residents with one year to obtain Alaska registration.

Additional Required Information At time of application : copy of Professional Engineering License (Engineer/Architect 1); transcripts if using education to meet minimum qualifications.

At time of interview : three professional references (name, title, current phone numbers); copy of valid Alaska driver's license.

Flexible staffing and process This position is flexibly staffed and may be filled at Engineering Assistant 3, Engineering Associate, or Engineer/Architect 1 level. The full salary range is listed above. Starting salary will be determined by level; promotion to higher level may occur after probation and required training if minimum qualifications for the higher level are met.
