Federal Financial Reporting Section Manager (WMS3/FS) The Health Care Authority (HCA) is hiring a Federal Financial Reporting Section Manager to oversee federal financial reporting processes for Medicaid and Children’s Health Insurance (CHIP) programs, the Advanced Planning Document (APD) process, HCA’s cost allocation system, and management of federal grants. In this role, you’ll lead a team of finance professionals and serve as a trusted advisor to agency leadership and state/federal authorities. This position offers hybrid work flexibility, comprehensive benefits, and the chance to make a direct impact on the state’s health care system. All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes. About the division:

This position is located within HCA’s Financial Services Division (FSD), which in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, PEBB, and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual operating budget. FSD’s specific functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations. This division maintains a close working relationship with agency program, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies. About the position:

This position plays a vital role in safeguarding the financial integrity of HCA and Washington State by applying an equity lens to all work and ensuring compliance with federal and state financial requirements. As the Federal Financial Reporting Section Manager, the role provides expert-level financial oversight and serves as a subject matter expert (SME) to HCA leadership, state oversight bodies, and federal agencies on funding, reporting, and compliance related to the Medicaid and CHIP programs. This position is eligible to telework part-time but requires reporting on-site two days a week. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework. Some of what you will do:

Manage staff within the Federal Financial Reporting section, including the development and oversight of daily federal reporting operations, work schedules, prioritization of tasks for employees to align work assignments and projects with federal and state fiscal deadlines. Develop and oversee required Medicaid, CHIP, SAMHSA, State, and federal reporting activities. Supervise the development and maintenance of HCA’s Public Assistance Cost Allocation Plan (PACAP) approved by the Centers for Medicare & Medicaid Services (CMS) Division of Cost Allocation. Supervise the development and maintenance of HCA’s Apple Health administrative and service-related expenditure and revenue Chart of Accounts and Automated Cost Allocation Plan (A-CAP). Manage the Medicaid and CHIP federal claiming for Washington State, including the federal participation paid to other State agencies. Direct and manage the development and maintenance of the APDs that are required to receive enhanced funding for HCA work done in support of Medicaid Management Information System (MMIS), Medicaid Eligibility and Enrollment, and other internal and external systems that support this work. Respond to fiscal inquiries from internal and external partners that require analysis of and resolution to issues having long term impacts on HCA’s financial operations. Oversee the financial coordination, reporting, and fiscal management of the Cooperative Agreement between HCA, Washington Health Benefit Exchange, and Washington State Department of Social and Health Services; and the various Service Level Agreements (SLA) that have cross agency and program impact. Provide guidance and direction in the oversight and interpretation of CMS requirements, standards, and guidelines both internally and externally to HCA partners, customers, and other stakeholders. Foster cooperative and productive relationships with stakeholders and customers of the financial information produced by the section, which includes HCA’s Senior Leadership Team, other state agencies, the Office of Financial Management (OFM), CMS, and the state Legislature. Determine collaborative strategic planning for the Federal Reporting section, including developing continuous quality-improvement processes; designing and implementing new systems and business practices; and guiding staff through improvement processes. Develop and implement innovative approaches to designing and developing agency and statewide accounting policies and procedures within the framework of state and federal rules, regulations, and laws. Required qualifications:

Qualifying candidates will meet one of the following criteria options: Bachelor's degree in finance, public administration, accounting, or related field, and five (5) years of the required experience below Nine (9) years of the required experience below The required experience includes the following: Employment experience in financial, analytical and/or accounting fields. Ability to manage supervisors and staff with varying levels of experience and expertise in finance; ability to coach and mentor management staff. Ability to perform analysis for financial research and modeling in a complex multi-system environment; ability to develop and implement financial models for budgeting, forecasting and expenditure/revenue analysis purposes. Ability to formally present financial information – in spoken and written form – in a clear, brief, and accurate manner to diverse audiences. Expert level of managerial knowledge and expert level knowledge of state and federal rules, regulation, processes, and procedures required for state and federal governments; OMB Circulars, and 2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Expert knowledge of provisions of Title 19 Medicaid, Title 21 CHIP federal fiscal accounting and reporting rules and regulations. Ability to use computer software such as the Microsoft Office Suite of programs (Word, Excel, Outlook, PowerPoint, etc.) to develop complex data reports, timelines, formal documents, and presentations. Knowledge of state laws, rules, and regulations pertaining to the HCA programs. Ability to use effective verbal and written communication skills, utilizing correct grammar, sentence structure, and concise wording. Ability to represent the agency to outside stakeholders and other entities. Experience in communicating with a wide range of program and fiscal managers and staff, especially communicating financial concepts in ways that non-financial managers can understand. Experience in managing multiple activities, projects, and tasks at once, including supervised activities. Knowledge of advanced principles of management in a team environment, including facilitating collaborative strategic planning, continuous quality improvement processes, designing and implementing systems and business practices, managing change, promoting diversity in the workplace, identifying stakeholders’ needs, empowering and equipping staff with the necessary tools and resources and balancing multiple priorities. Ability to adapt to change. Ability to maintain a high level of confidentiality. Preferred qualifications:

CPA or master’s degree in finance, public administration, accounting, or a related field. Greater than five years of employment experience in financial, analytical, accounting, or related fields. Three years of experience supervising staff, preferably managerial staff (staff that supervise other staff). Knowledge of regulations regarding public employee benefit programs; and, Knowledge of regulations regarding Medicaid, CHIP, and other federal entitlement programs.
