Fiscal Information Data Analyst (WMS2/FS) - Project. This is a project position funded through 12/31/2026. Application assessment will be ongoing after 10/10/25. About the division

This position is located within HCA’s Financial Services Division (FSD), which collaborates with other HCA divisions and external stakeholders to provide strategic financial expertise for Apple Health, PEBB and SEBB programs. FSD oversees the budget and compliance functions necessary to manage and monitor the state’s largest operating budget. Functions include budget management, accounting, forecasting, rate setting, financial analysis, and payment/collection operations. The division works with agency program, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies and is accountable to the Governor and legislature for operating within budget. About the position

This position plays a critical role in developing, maintaining, and monitoring reports and analyses that guide the $16 billion HCA Medicaid budget each biennium. Serving as a key advisor to agency leadership, this role provides fiscal impact analysis and policy recommendations affecting Certified Community Behavioral Health Clinic (CCBHC) providers and over 1.9 million Medicaid clients. With a high degree of independent judgment, the position collaborates across divisions, tribal partners, actuarial consultants, and external stakeholders to assess risk, interpret policy, and recommend funding strategies that ensure access to essential medical, dental, behavioral health, and support services statewide. This position is not eligible for full-time telework. Part-time telework may be considered after successful completion of training. The default assigned work location for Health Care Authority (HCA) positions is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework. What you will do

Perform and provide complex analysis and financial modeling for Medicaid services related to and impacting CCBHCs and MCOs under consideration by the HCA Director, Chief Financial Officer, OFM, and Legislature, outlining issues with current funding and initiating policy proposals to address anticipated future fiscal needs. Develop fiscal projections and impact analyses and related models to support effective fiscal management of agency programs; present analyses to HCA decision makers and other stakeholders; document development process including assumptions and data sources. Independently develop and produce regular and ad hoc reports to monitor and analyze program fiscal status for agency managers and other stakeholders. Coordinate with fiscal and program staff internal and external to HCA to ensure data accuracy in agency proposals and that budget policy objectives are met while furthering HCA goals. Act as fiscal liaison and provide financial data and analysis to internal and external workgroups related to CCBHCs. Contribute to the development of the Medicaid per capita forecast and confirm accuracy of forecast outputs related to CCBHCs. Independently track Service Based Enhancement (SBE) payments to the MCOs for CCBHC services. Monitor and analyze agency expenditures related to the program. Independently develop and model strategies for sound fiscal projections to ensure adequate funding for CCBHC programs. Develop and maintain a database of payments. Required qualifications

Qualifying candidates will meet one of the following criteria options: Option 1 : Bachelor's degree from an accredited college or university in statistics, science, mathematics, data science, public administration or related field and three (3) years of the required experience below Option 2 : Associate degree in a field identified above, and five (5) years of the required experience below Option 3 : Seven (7) years of the required experience below The required experience includes the following : Experience working with large, complex financial systems/information. Experience working with large and complex budget development processes. Significant experience and knowledge of the state budgetary process (i.e., knowledge of Office of Financial Management and the State Legislative approach to the budget process). Technical and Communication Skills Ability to coordinate and build consensus among internal/external stakeholders toward the development of departmental and legislative initiatives. Ability to creatively use resources to create and document work processes and analytical tools. Ability to develop and review complex written materials and provide detailed policy analysis. Effective verbal and written communication skills, including the ability to translate complex financial/analytical information for non-financial audiences. Expert/advanced level skills with Microsoft Excel and working knowledge of designing complex modeling, structuring ad-hoc data for use in pivot tables and composing nested formulas. Ability to analyze data, identify data needs, develop problem solving strategies, support ideas using data as evidence, develop goals and priorities, and establish benchmarks. Analytical skills for financial research and modeling in a complex multi-system environment. Experience communicating with an array of audiences, ranging from staff with little financial background to elected government officials and federal auditors. Ability to analyze and research the differences between budgeted and forecasted expenditures and actual expenditures and effectively communicate the reason for the differences. Preferred qualifications

Analytic & Technical Experience and Skills Two or more years of experience querying data through programs such as SQL. Four or more years of experience in the development of financial modeling. Seven years of experience working in the financial field. Government Experience Experience working with the Washington State Agency Financial Reporting System (AFRS) data. Experience contributing to decision packages and fiscal notes. Knowledge of protocols/processes of the executive/legislative branches of state government. Knowledge of the Medicaid Management Information System (MMIS). Experience with the Washington State Agency Budget System (ABS). Experience working with the federal government. Familiarity with state and federal laws, rules, and regulations that impact/govern the state’s Medicaid, CHIP, and state funded health programs. How to apply
