JR100934ClassificationRegularMinimum Pay$112,440.00*Compensation will be commensurate with the level of the position, education, and experience.***JOB DESCRIPTION SUMMARY**The Vice President for Finance and Administration & CFO (VPFA/CFO) serves as Metropolitan Community College’s principal financial strategist, overseeing all financial operations to ensure fiscal integrity, sustainability, and alignment with the College’s mission. A critical thought partner to the President, the VPFA/CFO understands how decisions impact each part of the College and demonstrates an ability to ensure cohesion and coordination. As a key member of the executive team who collaborates with numerous vice presidents and campus stakeholders in order to support the institution’s educational goals and strategic initiatives, the VPFA/CFO is a savvy steward in the allocation of resources who is capable of managing competing financial and operational priorities while fostering a culture of financial discipline, transparency, and operational excellence. Leveraging a data-driven approach, the VPFA/CFO will provide the information and assessment required for strategic planning, laying out alternatives when needed, and ultimately translating strategic priorities into actionable financial plans.
The VPFA/CFO is a highly visible leader who strengthens the respectful and considerate manner in which members of the College community interact by their capacity to engage the campus in a genuine manner, across a multitude of settings. Of chief importance is the ability of the VPFA/CFO to ask thoughtful questions, seek input, listen carefully, share information openly, communicate decisions with clarity and care, influence outcomes, and foster collegiality. The VPFA/CFO develops long term cost-effective business and financial strategies to support College initiatives, analyzes data to make sound decisions, recommends operational efficiencies, forecasts revenue projections, determines the fiscal impact of state budget allocations, and represents the College’s interest in various internal and external constituent groups.
The VPFA/CFO leads and coordinates the annual quad-county budget process, and supports the President on fiscal policy, planning, and strategy. This leader cultivates a culture of flexibility, creativity, mutual respect, and integrity, motivating teams in financial accounting, grant and foundation accounting, student financial services, strategic sourcing and business services, and financial planning & analysis to provide a high level of service across the college. Being action-oriented with the ability to successfully implement tactical goals, and understanding when to preserve continuity and when to disrupt and excel at strategic change, the incumbent remains open to assuming new responsibilities as the core financial operations of the College mature and the institution grows and evolves.**ESSENTIAL POSITION FUNCTIONS:*** Provide insightful financial analyses for funding formula variations, tuition and fee variations, fund balance and Board Reserve alternatives, and other variables affecting College finances.* Develop and maintain multi-year financial projections and lead the development of tools and systems to provide critical financial and operational information to college leaders, and offering actionable recommendations for continuous improvement and strategic course correction.* Remain current on best financial practices in higher education and recommend to the President and Executive Leadership Team financial and business strategies, cost-saving measures, revenue-generating ideas, and business processes that support the mission of the College and its long-term health.* Develop, maintain, and report on the annual operating and capital budgeting processes, working collaboratively with department leaders to align fiscal strategy with institutional goals.* Coordinate the College’s district property tax authorization and collection processes as stipulated by law.* Deliver timely and accurate financial reports and executive analysis to the President, Executive Leadership Team, and Board of Governors.* Ensure the President is fully informed of all activities and concerns related to financial services.
Communicate the need for operating and capital funding for the College to city, state, federal officials and the Board of Governors.* Serve as liaison with financial representatives from county and state government and ensure timely reporting to such agencies as required.* Ensure the College receives timely and exemplary operational and financial audits; oversee the development and implementation of revised policies and procedures to ensure compliance with all audit recommendations.* Maintain compliance with federal, state, and local laws, as well as regulatory and accrediting bodies related to financial operations.* Ensure that an effective system of internal financial controls is in place and discrepancies are addressed in a timely manner.* Oversee and manage cash, investments, surplus funds, and asset management to ensure continued health and integrity of the College’s fiscal status; analyze cash flow trends and ensure availability of operational and capital funds as needed.* Oversee the negotiation and administration of contracts to ensure favorable terms and compliance with institutional and state policies.* Build and maintain a strong team, with sufficient depth for business continuity and talent succession, that empowers leaders within College Financial Services to partner with campus constituents in problem solving, while ensuring accountability and alignment with institutional goals.* Monitor institutional labor costs and partner with Human Resources on workforce planning, compensation strategies, and staffing models that align with financial sustainability.* Meaningfully engage the President, Executive Leadership Team, and campus leaders around budget, finance, audit, investment issues, trends, and changes.* Oversee responsibility for the fiscal matters of the Metropolitan Community College Foundation, and provide appropriate reports to the MCC Foundation Board.* Accepts broadened leadership responsibilities for other areas of the College.**KNOWLEDGE, SKILLS AND ABILITIES:*** Meaningful experience as a seasoned fiscal strategist with proven ability to effectively manage large, complex budgets.* Deep understanding of financial modeling and analysis, budgeting, and capital and financial transactions with an ability to communicate complex information with clarity and care to multiple constituencies.* Experience with state financial systems and compliance, including navigating state audit processes, regulatory reporting, and legislative budget procedures.* Knowledge of GAAP, GASB, FASB, AICPA and significant experience working with external auditors, internal controls and compliance related issues.* Demonstrated knowledge of how to recruit, lead, mentor and retain highly capable teams, partnering across campus, finding solutions and problem solving, building sustainable systems and processes using contemporary technology and having a keen understanding of stakeholder management.* Proficiency with enterprise resource planning (ERP) systems such as Workday with data visualization tools such as Tableau and Power BI.* Proven ability to bring about complex change in a thoughtful manner and established best practices that are tailored to the unique needs of the institution.* Experience with long-range institutional financial planning, including debt strategy, reserve growth, and variable off-ramp modeling.* A deep understanding of the role finance plays in advancing institutional access, student #J-18808-Ljbffr
