Advise and assist high-level decision-makers such as Commissioners, Judges, and Energy Division management on electric general rate case proceedings that examine utility capital expenditure and annual operating costs forecasts. Act as a team leader and project coordinator of general rate cases as assigned. Analyze utility general rate case and cost of capital applications, requests to securitize costs through bonds and non-bypassable charges, and other utility financing matters. Make recommendations based on independent analysis of regulatory, policy, and technical issues; review utility costs and trends in electric utility operations. Review and recommend action on “advice letter” requests in compliance with prior Commission orders; review and provide feedback on proposed legislative bills; oversee implementation of programs from CPUC and legislative processes. Write and present reports; coordinate with other California organizations and agencies (e.g., CEC, ARB, ISO); respond to outside inquiries. Qualifications and Requirements
Professional Engineer License required; you will be asked to provide a copy prior to hire. Eligibility to apply for state service; use STD 678 to determine qualifications; resumes are optional but all relevant experience should be described in the STD 678. Strong ability to analyze policy and quantitative subjects, identify issues, summarize, and present recommendations and statistics. Experience with project management, planning, deadline management, and handling multiple tasks. Ability to collaborate with teammates, management, and external stakeholders. Prepare and submit a Statement of Qualifications (SOQ) addressing three questions (provided in the posting); SOQs will be evaluated for content and writing ability. Special Requirements
