Job Description The Contract Administrator IV is a professional job of a complex nature involving the preparation, management, award, administration and close-out of material, equipment, supply and service, professional and technical service, construction and Architecture and Engineering (A/E) contracts for WMATA. Minimum Qualifications Education : Bachelor’s Degree in Business Administration, Engineering, or a related field. In lieu of Bachelor’s Degree, a high school diploma or GED and an additional four (4) years of experience in developing and administering requests for proposals/quotations, specifications, scope of work, and different types of contracts and agreements may be considered. Experience : Ten (10) years of experience in developing and administering requests for proposals/quotations, specifications, scope of work, and different types of contracts and agreements. Certification/Licensure : Certification from an accredited procurement program such as the National Contract Management Association (NCMA), the Certified Professional Contracts Manager (CPCM) or an appropriate certificate from a program sponsored by the National Institute of Government Purchasing (NIGP), the Federal Acquisition Institute (FAI), the Defense Acquisition University (DAU), or the Defense Acquisition Workforce Initiative (DAWIA) must be obtained within two (2) years of hire date and maintained thereafter. Preferred Experience: Transit system and/or public agency contract management experience is desirable. Essential Functions Performs entire contract life cycle from proposal to close-out on all assigned contracts. Provides advice, guidance, informal on-the-job training and coaching to less experienced Contract Administrators on contracting policy and issues. Develops the WMATA position and may lead negotiations with contractors for more complex and/or larger procurements. Explains acquisition requirements, holds discussions with customers and industry representatives concerning contract pricing and other contractual matters. Briefs and discusses the basis of contractors’ position with General Counsel, Director of Procurement, and other senior staff.
