The New Mexico State Police Advanced Training & Accreditation Bureau is responsible for providing continuing education and professional development opportunities to NMSP officers. The bureau conducts annual and biennium trainings to ensure the organization meets all standards required by the New Mexico Law Enforcement Academy (NMLEA) and the New Mexico Administrative Code (NMAC). In addition to training, the bureau conducts research, develops, and updates departmental policies to support operational and administrative effectiveness. The bureau also oversees the agency's compliance with the Commission on Accreditation for Law Enforcement Agencies (CALEA), ensuring NMSP maintains its national certification and adheres to best practices in law enforcement.

Why does the job exist?

This position will have moderate latitude over training management and policy development within the guidelines established by higher-level management. The employee coordinates and facilitates different aspects of NMSP training, including data analysis, database management, and curriculum design. The position also reviews, researches, writes, and updates NMSP policies, while assisting with the maintenance of NMSP¿s CALEA accreditation. In addition, this position will oversee the Law Enforcement Retention Fund Program for NMSP and the NMSP Longevity Pay Program for the department.

How does it get done?

This employee will work independently or with other members of the Advanced Training Bureau staff, other NMSP bureaus, Law Enforcement Academy staff, and other stakeholders to coordinate department training for NMSP officers around the state. This employee will write NMSP/DPS policy from evidence-based research, which includes the collection and analysis of data from different sources. This employee may monitor bills and assist with Fiscal Impact Reports (FIRs) during the annual legislative session. This employee will use knowledge of principles and methods of training management to improve conditions, operations, and outcomes within the NMSP Advanced Training Bureau. This employee will manage the department's training and policy databases, including ACADIS, PowerDMS, and Microsoft Office 365 programs, and will coordinate, facilitate, and lead other employees who are responsible for working in these databases to ensure the integrity of the data. This employee will facilitate officer training around the state and assist with other aspects of the NMSP Advanced Training Bureau, including curriculum design. This employee may act as a team leader for special projects and will have a moderate amount of knowledge of the department's work processes related to training and policy, often serving as a resource of information. This employee will apply advanced research and analysis to complex interrelated management problems and may use many methods for researching and interpreting data, including the analysis of statistical values. This employee will consult with federal, state, and local government agencies, as well as other DPS divisions, to determine trends in training management and policy development. This employee will also be involved in giving oral presentations and training others. Additionally, this position will be responsible for overseeing the New Mexico Law Enforcement Retention Fund for NMSP and the New Mexico State Police Longevity Program. This employee will also assist with the maintenance of NMSP's CALEA Accreditation.

Who are the customers?

This employee will be coordinating training and writing policy for NMSP officers at all ranks and in all NMSP bureaus. This employee may assist other DPS divisions, including NM Law Enforcement Academy, the DPS Administrative Support Division (ASD), the DPS Statewide Law Enforcement Support (SLES) Division, and members of the public as needed.

Ideal Candidate

The person who fills this position must be innovative and collaborative. - This person has exceptional communication and writing skills. - The ideal candidate has experience with police culture and the ability to develop rapport with officers at all ranks and levels of experience. Experience as a police officer is not required.

Minimum Qualification

High School diploma or equivalent and two (2) years of experience directly related to the position in providing GIS support, research, statistics, computer science, data analysis, accounting, auditing, finance, economics, business, public administration, budgeting, management, and/or systems analysis or related professional certification as determined by the hiring agency. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.

Employment Requirements

Must possess and maintain a valid Driver's Licenses, a current Defensive Driving Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of employment. Continued employment is subject to a National fingerprint-based records check withing 30-days of assignment and contingent upon remaining felony-free, per Section 5.12.1.1 of the Criminal Justice Information System Security Policy. Occasional overtime and travel may be required.

Working Conditions

Work is performed in an office setting with exposure to visual/video display terminal (VDT) and extensive computer. Some sitting, standing, bending, and reaching may be required. Must be able to lift 30 lbs.
