The New Mexico Department of Public Safety (DPS), Administrative Services Division (ASD) is seeking a committed and driven individual to serve in the Finance Bureau as a Business Operations Analyst. ASD is dedicated to supporting the agency's vision of providing the highest quality of public safety services for the State of New Mexico and its mission to protect human life and property through the detection and prevention of criminal activity and enforcement of state laws.

ASD works in tandem with various Divisions to provide administrative, financial, accounting, procurement, and other functions to assist with their operations. Why does the job exist?

This position will oversee the Department's special projects. These projects include movies, construction, State Fair, Legislature and others. This position will validate expenditures made against the projects to ensure they are allowable; oversee monthly billing and collections for all projects; work with both the outside companies and internal employees working on the projects. This position will also reconcile the general ledger for expenditures and revenues for the projects and request journal entries and internal budget adjustments as necessary. The position will work closely with the Accounting & Audit Supervisor to ensure that all projects remain timely and are properly accounted for on the general ledger.

How does it get done?

The key responsibilities are:

- Perform timely reconciliations of expenditure/revenue transactions for Memorandum of Understanding (MOU) agreements and other federal non-grant agreements received by the Department. - Perform an audit of payroll expenditures and ensure time reported is valid. - Perform timely accounting journal entries and ensure compliance with Generally Accepted Accounting Principles (GAAP). - Ensure the Department receives timely revenue payments to offset expenditure costs. This includes preparing monthly billing requests and following up on invoices that are more than 30 days past due. - Prepare close out reconciliations and reporting of MOU expenditure and revenue activities and ensure all revenue is received no later than 90 days after close out. - Serve as the Accounting Division's point of contact for questions on MOU billings, demonstrate strong communication skills (both written and verbal) and maintain positive and cooperative working relationships. - Assist in annual financial audit preparation to include running queries; preparing reports; pulling information for auditor requests (PBC's); preparing journal entry information and other assistance as requested. - Other duties as assigned.

Work is performed for the agency's staff, contracting companies, other state agencies, and the Department of Finance and Administration.

Ideal Candidate

The Ideal Candidate should possess the following knowledge, skills, and abilities:

- Strong knowledge of accounting theory and Generally Accepted Accounting Principles (GAAP) - Knowledge of Government Accounting related to fund accounting and reporting - Experience in review of accounting and general ledger reports and auditing for accuracy. - Experience in state government policies and procedures for accounting to include Department of Finance and Administration Accounting Policies and Procedures. - Experience in analyzing and interpreting contractual agreements. - Experience in PeopleSoft SHARE Financial accounting system - Strong experience with Microsoft Excel. Experience must pertain to creating formulas, pivot table reporting and sorting/filing data.

Minimum Qualification

High School diploma or Equivalency and two (2) years of experience in office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.

Employment Requirements

Must possess and maintain a valid Driver's Licenses, a current Defensive Driving Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of employment. Continued employment is subject to a National fingerprint-based records check and contingent upon remaining felony-free, per Section 5.12.1.1 of the Criminal Justice Information System Security Policy.

Local travel may be required. Overtime may be required to meet deadlines, peak performance periods, time-sensitive information requests, and other projects.

Working Conditions

Work is performed in a fast-paced law enforcement office setting with exposure to armed law enforcement personnel and confidential information. Extensive use of desktop/laptop computer with multiple visual/video display terminals (VDT). Extensive use of agency-issued cell phone. Ability to operate multipurpose copier/scanner/fax machines. Must be able to lift and carry up to 25 pounds.
