Position Information

TxDOT's Materials and Tests Division is looking for a skilled and motivated Systems Analyst to join the Quality Assurance Section. This position will play a key role in coordinating and collaborating across divisions for IT system implementation, maintaining existing systems, and developing enhancements or new systems to support evolving business needs.

Experience working with materials testing workflows and transportation construction data systems is highly beneficial. Familiarity with tools such as Tableau Server and Desktop, Microsoft Power Apps, Power BI, SQL, .Net, Microsoft Excel Macros/VBA, and Python will be valuable in this role. Knowledge of automation and data processing, along with experience integrating these technologies into business operations, will support the development of scalable, user-friendly solutions. Candidates who understand the intersection of field operations, lab testing, and IT systems will thrive in this role.

The ideal candidate has a strong foundational knowledge of construction materials testing, experience translating business requirements into technical solutions, and is a fast-learner with excellent interpersonal and communication skills. Position Description

Systems Analyst IV:

Performs advanced computer systems analysis work in support of TxDOT District/Division information technology systems. Coordinates work involving analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. Coordinates technical support and advice involving the development, testings, implementation, and maintenance of projects/programs and/or systems. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Systems Analyst V:

Performs advanced computer systems analysis work in support of TxDOT District/Division information technology systems. Coordinates technical support and advice involving the development, testings, implementation, and maintenance of projects/programs and/or systems. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Duties

Systems Analyst IV:

Coordinates with users to identify system requirements, develop functional design specifications to meet requirements, and solve complex operational problems. Coordinates and/or researches, analyzes and tests business procedures, information systems, programs, or systems software. Designs, builds, tests, implements, and maintains both publish and ad hoc reports in response to customer change requests. Troubleshoots and analyzes technical problems associated with local applications. Reviews and analyzes reports and performance indicators to locate code problems, and correct errors by modifying or correcting code. Responds to incoming requests from business areas to design, build, maintain or repair reports and applications. Writes programs and/or queries for spreadsheet or database software to create reports and import/export data. Performs other job responsibilities as assigned. System Analyst V:

All items noted above, plus:

Coordinates the development, implementation and maintenance of IT/IS architecture, processes, policies, standards, procedures and associated roles and responsibilities. Manages one or more projects and systems involving software development and life cycle. Oversees the evaluation of methods, tools, hardware and software used to improve the analysis, development, integration, implementation and maintenance of information systems. Serves as a lead worker or project leader. Serves as a subject matter expert. Minimum Qualifications:

Systems Analyst IV:

Education : Bachelor's degree in computer/management information systems, computer science, or related discipline. Related experience and/or relevant technical training may be substituted for education on a year per year basis . Substitutions for Minimum Qualifications

Experience : 4 years systems analysis, application systems support, or related work experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Systems Analyst V:

Education : Bachelor's degree in computer/management information systems, computer science, or related discipline. Related experience and/or relevant technical training may be substituted for education on a year per year basis . Substitutions for Minimum Qualifications

Experience : 5 years of experience in systems analysis, application systems support, or related work experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

License and Certification:

Valid driver's license. This position requires driving a state vehicle. Competencies:

Extensive knowledge of:

IT/IS software and hardware development methodologies and standards Concepts, techniques and tools used in planning, designing and implementing database management systems and related technologies Applicable computer software applications and hardware Expert skill in:

Scheduling, testing, installing, and implementing computer programs/systems Troubleshooting computer systems Analyzing and organizing business and technical data Communicating technical information effectively Other Attributes:

Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; make decisions that support business objectives and goals Physical Requirements and Working Conditions:
