The Opportunity:
Are you ready to play a crucial role in safeguarding our nation's maritime interests? We're seeking a dedicated Personnel Security Manager to join our team supporting the United States Coast Guard (USCG). In this position, you'll be providing essential day-to-day support to key security personnel, including the USCG Security Manager, Special Security Officer (SSO), and Command Security Officer (CSO). Your expertise will be instrumental in maintaining the integrity of our security protocols and ensuring the smooth operation of critical security functions within the USCG. Work Schedule: Currently Hybrid (3-4 days onsite) (full onsite during training) Location: ALEXANDRIA VA
Responsibilities:
Manage a small team of personnel security specialists. Includes personnel development, quarterly personnel assessments, bi-monthly timekeeping tasks, and oversight of team’s daily/weekly/monthly tasks.
Create presentation deck and brief Monthly Status Reviews (MSR) to program and client leadership monthly.
Provide Weekly Status Review (WSR) documentation to program leadership.
Create and maintain strong client relationship.
Create/Review/Revise Standard Operating Procedures (SOPs)
Process incoming/outgoing visitor access requests (VARs)
Participate in annual self-inspections
Maintain personnel security records
Process foreign travel requests
Process EQIP requests
Conduct initial and annual refresher training
Maintain document control
Investigate security violations
Issue courier cards and maintain accountability
Review DD 254s
Maintain/Update access list for all facilities
The ability to perform SCI debriefs and exit briefs is a critical skill for a Personnel Security Manager supporting the United States Coast Guard. This responsibility involves: Sensitive Compartmented Information (SCI)
Debriefs:
Conducting thorough debriefings for personnel who have had access to SCI
Ensuring individuals understand their ongoing responsibility to protect classified information
Reviewing and explaining non-disclosure agreements
Addressing any questions or concerns about handling sensitive information post-access
Exit Briefs:
Performing comprehensive exit interviews for personnel leaving positions with SCI access
Reminding departing individuals of their continuing obligations to safeguard classified information
Collecting any remaining classified materials or access credentials
Documenting the completion of the exit process
Knowledge and Compliance:
Staying up-to-date with the latest SCI handling procedures and regulations
Ensuring all debriefs and exit briefs comply with federal guidelines and USCG policies
Maintaining accurate records of all debriefing and exit briefing sessions
Communication Skills:
Clearly explaining complex security concepts and requirements
Answering questions professionally and authoritatively
Adapting communication style to various levels of personnel.
Qualifications:
Required: (TS) Top Secret Security clearance with the ability to obtain SCI eligibility
BA/BS or equivalent years of experience.
3+ years of employee management.
3+ years of relevant personnel security experience, including:
Firm understanding of security administrative processes and the ability to brief incoming/outgoing government and contractor personnel.
Solid background in personnel security experience with EQIP/SF-86 familiarity
Contract security experience
VAR processing
Access list maintenance and DD-254 preparation
Familiarity with working in a classified workspace/SCIF
Ability to provide security briefings/refresher training on a weekly/monthly/annual basis
Proficient with Microsoft Office

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is: $68,400-$143,700
