Position Overview

Under the general supervision of the

Deputy Director of Finance , the

Payroll Specialist

administers all aspects of payroll processing for the organization. This includes processing payroll cycles, ensuring compliance with local, state, and federal tax regulations, managing voluntary and involuntary deductions, maintaining employee records, and preparing financial reports. The Payroll Specialist will serve as the primary point of contact for payroll inquiries and will contribute to continuous improvement in payroll operations. We trust you to:

Review and process personnel action forms for completeness and accuracy; ensure compliance with HR policies, union contracts, IRS, and Department of Labor regulations.

Process payroll accurately and on time for all employees.

Audit and balance payroll reports from all departments prior to final entry.

Ensure compliance with all payroll tax filings and deposits (federal, state, Medicare, and local).

Manage direct deposit processing, troubleshoot issues, and coordinate with banking partners.

Maintain accurate documentation and audit trails for all payroll transactions; support internal and external audits.

Verify employment information for current and past employees.

Respond to employee payroll inquiries and provide exceptional customer service.

Prepare and file required reports, including but not limited to: wage and pension contributions, labor statistics, supplemental payroll, EEO-4, school district tax, Medicare 941, and W2s.

Close out year-end payroll processes, ensuring accurate reporting and compliance.

Stay informed of changes in payroll-related laws and regulations; recommend and implement necessary process changes.

Act as a liaison between City Hall and the Recreation and Wellness Campus for receipts, invoices, deposits, and seasonal hire files.

Perform other duties as assigned by management.

Required:

Associate’s degree in accounting, finance, business administration, or a related field; OR an equivalent combination of education and relevant experience.

2–4 years of progressively responsible payroll experience.

Strong knowledge of payroll practices, tax regulations, and compliance requirements.

Proficiency with payroll systems and Microsoft Office Suite (Excel, Word, Outlook).

Excellent attention to detail, organizational skills, and ability to meet deadlines.

Strong interpersonal and communication skills with a customer-focused approach.

Preferred:

Certified Payroll Professional (CPP) designation.

Experience with

CMI software

or other payroll/HRIS systems.
