Position Information

Position Title : Human Resources Specialist II-Confidential

Campus : WVMCCD District (All Campuses)

Salary and Benefits

Anticipated Hiring Range: $9,990.42-$10,931.08 monthly (Confidential Employee Salary Schedule, HR Specialist II – Confidential Classification, Range 52, Steps A-C).

Position Summary

Definition: West Valley-Mission Community College District seeks a talented and highly-motivated individual to fill the position of Human Resources Specialist II in the Human Resources department.

Under the direction of the Executive Director, Human Resources, the HR Specialist II will perform varied technical duties in a variety of program areas.

Applicants who possess the knowledge, skills and life experiences to address the cultural and educational needs of a diverse student population are encouraged to apply.

Assignment: 100% of full time, 40 hours per week, 12 months per year, with an anticipated start date of December 2025. Schedule may include some evening or weekend hours as needed. This position is a member of the Confidential Employee Unit.

Work Location: District Office, Human Resources Department, West Valley-Mission Community College District.

Minimum Qualifications

Education: Equivalent to an Associate’s degree from an accredited college with major coursework in human resources management, general education, or a related field.

Experience: Two years of responsible experience similar to Human Resources Specialist I with the West Valley-Mission Community College District.

Understanding of, and sensitivity to, the diverse backgrounds of students, faculty, and staff.

Desired Qualifications

Experience working with management-level employees.

Additional educational preparation equivalent to a bachelor’s degree in human resources or a related field.

Knowledge and/or experience with Ellucian Banner HRIS software.

Knowledge and/or experience with CalSTRS and CalPERS retirement plans.

Proficiency with Microsoft Office Suite (Word, Outlook, Excel, Access, PowerPoint).

Strong mathematical skills.

Knowledge and Abilities

Knowledge of personnel policies and procedures; educational organizations; HRIS; employment laws; bargaining processes; and benefits administration.

Ability to learn and perform technical duties in assigned HR areas; maintain records; analyze data; communicate effectively; and establish cooperative relationships.

Examples of Duties and Responsibilities

Plan, prioritize, and coordinate the work of staff assigned to one HR functional area; develop schedules and methods to accomplish assignments.

Read, process, provide and coordinate confidential information related to the District’s employer-employee relations and grievances.

Schedule collective bargaining negotiation meetings, attend meetings, provide input and/or take notes; print copies and upload final approved documents to the website.

Support faculty in ADA accommodations; coordinate workers’ compensation and leave administration; perform investigations including interviewing and data collection.

Interpret rules, contracts, policies and procedures; recommend compliance improvements.

Provide technical assistance to employees and HR management.

Conduct surveys, perform research and analysis, coordinate programs or special projects, and prepare related reports.

Coordinate with the finance department on position control.

Respond to information requests regarding HR programs; may support multiple units.

May administer HRIS software; assist in applying software to improve access to data.

Assist with benefit and insurance plans administration; coordinate COBRA and related programs; assist retirees with benefits.

Verify personnel actions; audit data for accuracy.

Coordinate recruitments including postings, exams, interviews, and eligibility lists.

Assist with pre- and post-employment processes; scheduling medical exams and orientations; prepare benefit packages.

Build positive working relationships; promote diversity and teamwork; perform related duties as assigned.
