The Human Resources Department of West Valley–Mission Community College District seeks a self-directed, organized professional who is motivated by change and details to join the team as a Human Resources Specialist III (Confidential) – Employee Relations Lead. The District, based in the heart of Silicon Valley, includes two colleges—West Valley College and Mission College—and serves a diverse workforce. Reporting to the Executive Director of Human Resources, Employee Relations, this lead-level specialist provides advanced technical support in employee relations, labor relations, compliance, leave management, and training coordination; acts as a resource and technical lead to other HR staff; manages sensitive employee relations casework; and ensures consistency and compliance with District policies, the collective bargaining agreement, and applicable laws. Assignment: 100% of full time, 40 hours per week, 12 months per year, with an anticipated start date of December 2025. Schedule may include some evening or weekend hours. This position is a member of the Confidential Employee Unit. Work Location: District Office, Human Resources Department, West Valley-Mission Community College District. This is primarily in-person with on-site presence required for interaction with employees, managers, and union representatives. Salary and Benefits
Anticipated Hiring Range: $10,210.25 - $11,193.50 monthly (Confidential Employee Salary Schedule, HR Specialist III – Confidential Classification, Range 53, Steps A-C). Benefits include: medical, dental and vision for employee and dependents; employer-paid long term disability; life insurance; 14 paid holidays plus 1 floating holiday; paid non-workdays between Christmas and New Year; 22 vacation days (24 after 7 years); 12 sick days; Personal leave; Educational growth incentive; longevity awards; CalPERS retirement. Minimum Qualifications
Any combination of experience and education that would provide the required knowledge and abilities is qualifying. Typical qualifications: Education: Equivalent to an Associate’s degree with major coursework in human resources management, general education, or related field. Experience: Two years of responsible experience similar to Human Resources Specialist II with the District. Understanding of diverse backgrounds of community college students, faculty, and staff is required. Desired Qualifications
Experience supporting employee relations, grievance handling, and/or workplace investigations in a unionized environment. Knowledge of collective bargaining agreements, employment law, District policy, and past practice to resolve employee relations matters. Strong organizational skills, timeline management, and ability to coordinate multiple priorities. Experience using enterprise systems (HRIS, case management, training platforms) to track cases and generate reports. Familiarity with leave management (FMLA, CFRA, ADA accommodations, workers’ compensation). Ability to prepare clear, professional correspondence and documentation; maintain confidentiality; strong communication and collaboration skills. Growth mindset with interest in compliance, training, and labor relations best practices. Knowledge and Abilities
Knowledge of: supervision principles, personnel policies, educational administration, HRIS, employment laws, collective bargaining processes, leave management, and recruitment/benefits practices. Abilities include technical supervision, problem solving, data entry, interpretation of rules and contracts, maintaining records, confidentiality, and effective communication. Examples of Duties and Responsibilities
Plan, prioritize, and coordinate work of staff within HR functional area. Process confidential information related to employer-employee relations, negotiations, and grievances. May schedule and attend collective bargaining meetings; support ADA accommodations, workers’ compensation, and leave administration; conduct investigations as needed. Interpret rules, contracts, and policies; provide guidance for compliance and process improvements. Coordinate with finance on position control; maintain HR data accuracy; respond to information requests. Administer HRIS and department software; assist with benefits and COBRA administration; reconcile premiums as needed. Coordinate recruitment activities, pre-employment processes, orientations, and onboarding materials. Foster positive relationships, promote diversity and inclusion, and contribute as a team player. Perform related duties as assigned. Selection Process
