This posting will be used to fill a full-time position in the Department of Public Works, Bureau of Waste Management Services.

This is administrative, supervisory and management work in directing solid waste management services and operations involving collection, disposal, recycling, equipment maintenance, and financial management.

NATURE OF WORK

The employee must effectively plan, organize and monitor a variety of services and activities, and develop problem-solving techniques. There is considerable personal contact with high-level government officials and private sector business executives and citizens to discuss operational issues, new programs, enforcement and compliance regulations. Personal contacts also include meeting with community groups and legislative officials on solid waste services and programs.

Work requires extensive knowledge and experience in solid waste operations, environmental policy, environmental sciences, construction project management, computer operations, accounting and budgeting concepts, customer service, human resource management, contract management, marketing and various Federal, State, and local laws pertaining to solid waste management regulations.

There are numerous and challenging issues that the employee is confronted with daily which requires innovative solutions to resolve operational and human resource problems. The employee also designs and monitors a variety of reports and charts to capture solid waste generation and flows, measures workload and performance measures to meet customer demands, staffing and budget requirements.

The scope of work impacts all citizens of the County. The employee has considerable latitude for independent initiative and judgment in performing assignments and work is reviewed by a higher-level manager for mission, program and project completion. This is primarily a sedentary position with visits made to site locations as necessary.

RESPONSIBILITIES

  • Manages the overall solid waste operations to include administrative services, disposal and maintenance, community services, recycling and scale house operations; supervises and evaluates the work performance and program results attained by managers and supervisors in charge of operating/administrative programs.
  • Plans, develops, and implements program goals and ensures operational objectives are attained; initiates new programs and expands existing programs; administers and manages special or emergency programs; resolves multiple problems regarding all services and programs.
  • Ensures compliance with Federal, State, and County laws on solid waste management and operations, the State approved 10-Yr Solid Waste Management Plan, and County and Department objectives for solid waste management services.
  • Prepares, administers, monitors and approves expenditures for the operating budget and the revenue budget.
  • Projects and monitors waste generation flows; develops necessary records/ reports on critical workload and performance measures; obtains a wide variety of activity data and prepares comprehensive and accurate reports on operational services to meet customer demands and staffing and budget requirements.
  • Meets with high-level government and private sector officials and community leaders to discuss collection recycling and disposal issues, new programs, and enforcement and compliance with regulations covering solid waste management services.
  • Responds to customer concerns and problems relative to collection recycling and disposal operations and personnel; identifies service delivery problem areas and designs programs or procedures to remedy problem area.
  • Participates in the evaluation, design and construction of capital funded solid waste management services facility projects.
  • Oversees development and implementation of new service delivery, operational procedures and computer systems.
  • Attends meetings, training seminars and conferences on solid waste management initiatives and supervisory and administrative management practices.
  • Performs duties of a higher-level manager when required.
  • Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Extensive knowledge of management principles and practices, local government operations, environmental policy, environmental sciences, construction project management, computer operations, accounting and budgeting concepts, customer service, human resources, contract management and marketing.
  • Thorough knowledge of various Federal, State, and local laws pertaining to compliance with solid waste management.
  • Thorough knowledge of the solid waste services and operations to include managing the collection, disposal, recycling, equipment maintenance and financial management for a large organization.
  • Thorough knowledge of financial management controls to ensure for the accountability and accuracy in receipt of revenue from disposal operations.
  • Skill in problem solving on a variety of issues in solid waste management, operations and human resources.
  • Skill in making persuasive public presentations and educational information.
  • Ability to establish and maintain effective working relationships with county officials, employees, consultants, contractors and the public.
  • Ability to communicate effectively both orally and in writing.
  • Ability to comprehend engineering documents and plans, technical regulations, legal contracts and translate into a policy.
  • Ability to plan, recruit, assign, supervise, develop and evaluate the work performance of employees.
  • Ability to address a multitude of tasks and priorities.

REQUIREMENTS

  • Educational requirement: A bachelor's degree from an accredited four-year college or university in environmental policy, environmental science, engineering, business management, public administration, or a related field.
  • Experience requirement: Six (6) or more years of experience in solid waste management operations in managing the collection, disposal, recycling, equipment maintenance, scale house operation, and environmental monitoring for a large organization that includes work involving business management, environmental policy, environmental sciences, construction, contract, finance, and human resources management.
  • Additional requirement: A valid non-commercial Class C motor vehicle operator's license.

Preference will be given to candidates with supervisory experience such as hiring & firing, issuing & approving employee disciplinary action, conducting performance appraisals, etc...
