Work Location: 3035 Lena Road, Bradenton

Work Hours: Monday-Friday 7:30am–4:00pm

Expected Starting Hourly Range: $25.56 - $31.95

Position Summary

This classification coordinates work and provides day-to-day leadership, coaching and support to Scalehouse Collections/Solid Waste Collection staff. Oversees customer service and customer accounting functions and/or Solid Waste Collections staff performing a variety of tasks, including the County\'s solid waste and recycling services operations to ensure efficient operation of the section. The primary role is to provide daily supervision, technical advice, training, and information to Scalehouse Collections and/or Solid Waste Collections staff, to ensure optimal customer service and use of resources.

Essential Functions / Responsibilities

  • Provides advice, training, and information to staff; plans, directs, supervises, and evaluates workflow involving completion of solid waste operational services.
  • Facilitates effective communication between solid waste staff and the rest of the organization.
  • Monitors and provides feedback to staff regarding performance, attendance, and participation; conducts employee performance reviews for assigned staff.
  • Responds to more complex/difficult customer inquiries and complaints including those received from Management.
  • Provides operational support for the solid waste division.
  • Budget monitoring and preparation for the solid waste collections section, new equipment and revisions to policies and procedures.
  • Consults and coordinates with third party contracted vendors for County-wide solid waste and recycling services.
  • Develops and/or assists in developing, implementing and administering departmental policies with ongoing analysis and evaluation of operations and assigned programs; compiles and analyzes statistical data and prepares related documents.
  • Assists in training, design and analysis of data processing systems and follow-ups necessary to the successful implementation of automated systems in the section.
  • May oversee the work of other division staff.
  • Performs other related work (including weather or other extreme emergency duties) as required.

Minimum Qualifications

  • Associate\'s Degree in Accounting, Business Administration, or closely related field.
  • Minimum of three (3) years\' experience in the operational support of solid waste and recycling programs.
  • Minimum of two (2) years in solid waste emergency operations.
  • Equivalent combinations of education and experience may be considered.
  • Valid Florida driver\'s license within 30 days of hire.

Knowledge, Skills, and Abilities

  • Thorough knowledge of customer information and billing systems; ability to apply applicable policies, procedures, resolutions, and ordinances.
  • Knowledge of rate and service schedules; ability to interpret and apply policies related to solid waste emergency operations, disaster recovery and hazardous material handling.
  • Knowledge of organizational functions, policies, laws, and administrative procedures of Manatee County Government, or ability to learn quickly.
  • Knowledge of generally accepted accounting principles; ability to analyze and evaluate County operations.
  • Knowledge of contracting and procurement procedures and public administration practices; strong customer service skills.
  • Ability to communicate clearly and effectively, orally and in writing; motivate others through training and recognition.
  • Ability to schedule, plan, direct, evaluate and oversee work of assigned staff; establish and maintain effective working relationships with supervisors, colleagues, officials, and the public.
  • Ability to travel to various work locations and to use personal computers and systems required for Solid Waste operations.
  • Ability to perform duties in a fast-paced and often stressful environment; multi-task and complete tasks timely.
