GENERAL DESCRIPTION OF DUTIES

Under the supervision of the Superintendent, the Clerk of the Board serves as the official record keeper and administrative officer of the Franklin City School Board. This position is responsible for preparing, maintaining, and safeguarding all official records and proceedings of the Board, ensuring compliance with Virginia law and School Board policy. The Clerk provides direct support to the School Board and Superintendent by coordinating Board meetings, preparing agendas and minutes, handling communications, and serving as the custodian of official records.

Essential Duties & Responsibilities

Serve as the official custodian of all School Board records, contracts, and official documents. Coordinate, attend, and record all School Board meetings, including closed sessions. Prepare, post, and distribute agendas, notices, and meeting materials in compliance with Virginia FOIA (§2.2-3700 et seq.) and School Board policies. Accurately record and maintain official minutes of all School Board proceedings. Publish and disseminate Board actions and decisions as required. Assist Board members with correspondence, travel arrangements, training, and professional development requirements. Maintain records of Board policies and policy updates. Serve as liaison between the School Board, Superintendent, staff, and the public regarding Board business. Ensure confidentiality and integrity of sensitive and legal documents. Perform other related duties as assigned by the School Board or Superintendent. Qualifications

Education & Experience:

A high school diploma or GED is required for this position, with an Associate's degree or equivalency preferred. Candidates should have at least three years of clerical, secretarial, or administrative support experience. Prior experience working in a school division or public sector setting is strongly preferred.

Knowledge, Skills, and Abilities: Strong knowledge of office management, record-keeping, and public meeting procedures. Familiarity with Virginia FOIA and public records laws preferred. Familiarity with governance practices, including the roles, responsibilities, and operations of a School Board or similar governing body, preferred Proficiency with Microsoft Office Suite, Google Workspace, and electronic board management platforms. Excellent oral and written communication skills. Strong organizational skills, attention to detail, and ability to manage multiple tasks. Ability to maintain professionalism, discretion, and confidentiality at all times. Ability to work flexible hours, including evenings, to attend Board meetings and special sessions.
