Position:
Substation Commissioning Manager 1 - Toledo, OH Start:
Remote until mobilizing to site (Oct-Feb). Will support other projects until April before final project phase.
Project Overview:
Steel mill facility with a substation upgrade, including installation of a new 34 kV GIS system Providing commissioning oversight for a third-party firm performing the testing Compensation & Benefits:
Per Diem while onsite: $155/day (non-taxed) Mobilization/Demobilization: $500 each Role Summary:
Oversee all testing and commissioning activities from kickoff to closeout Combine project management, technical leadership, and team supervision Ensure schedules, budgets, safety, and quality standards are met Act as the primary liaison between clients, contractors, and internal teams Key Responsibilities:
Lead all testing and commissioning activities for assigned projects Manage turnover from construction to commissioning, and from commissioning to operations Develop or review commissioning execution plans, documentation, and checklists Track progress, budgets, schedules, and deliverables Lead pre-job checklists, kickoff meetings, and post-job reviews Oversee SCADA checkout, EMS database updates, protection scheme testing, and energization Review and approve testing documentation, daily reports, and schedules Troubleshoot issues and provide technical guidance to crews and leads Coordinate with subcontractors and review test plans/results Be onsite during critical milestones (relays, apparatus, SCADA, end-to-end testing, energization) Support remote jobs as needed, visiting based on risk and task type Supervise commissioning engineers, technicians, and support staff Provide coaching, feedback, and training Monitor performance and recommend raises or promotions Participate in proposal development (scope, schedule, pricing, execution plans) Serve as the main point of contact for all commissioning-related work Attend client and internal meetings, site visits, and punchlist walkthroughs Qualifications:
Minimum 7 years of commissioning, testing, or related substation/transmission experience (HV/MV testing required) Previous commissioning management experience on one or more transmission projects preferred Strong knowledge of relay and apparatus testing procedures Bachelor's degree in Engineering preferred Ability to pass pre-employment requirements (background check, drug screen, MVR)
