The Community and Economic Development Director is a key Executive leadership position for the Oregon Cascades West Council of Governments. With a current budget of almost $30 million annually, this department represents approximately 1/2 of the organization’s total revenues and expenditures. This department provides transportation planning and land use to member agencies who cannot afford full-time staff. It also runs a transportation brokerage (Ride Line), small business lending, staffing for multiple regional or local transportation related entities, and staffing for a non-profit agency. The Director provides overall management and direction to the Community and Economic Development (CED) department which has a wide breadth of programs with many dedicated funding streams. The department hosts the Economic Development District for Linn, Benton, Lincoln, and Lane counties. Responsibilities: Strategic Program Direction and Oversight Contract and Grant Administration Fiscal/Budget Administration Supervision Other Job Duties Requirements: Graduation from a four-year college or university (Graduate degree in one or more of these areas preferred) in planning, public or business administration, economics or related field. Six years of progressively responsible experience, including four years as a manager of a related body of work. Knowledge of community and economic development programs, their financing, implementation and management. Knowledge of budget development and fiscal administration. Thorough knowledge of political processes at the local level.
