Digital Transformation Project Manager, Grant Services Specialist III (NCS) - Baltimore Police Department is a non-civil service position with salary range $64,427.00 – 110,756.00 annually and starting pay of $64,427.00. This role leads the organization’s transition from a paper-based system to a digital records-keeping system, impacting efficiency, security, and long-term sustainability. Key Responsibilities

Lead the digital transformation project from initial planning to final implementation, ensuring project goals and deadlines are met. Analyze current paper-based systems and workflows to identify challenges and opportunities for improvement. Collaborate with department heads and stakeholders to understand needs and develop a comprehensive plan for digitizing records. Evaluate and recommend software and hardware solutions for digital records management that meet security, compliance, and scalability requirements. Manage the vendor selection process, including creating RFPs, evaluating proposals, and negotiating contracts. Develop and implement a change management strategy, including training materials, workshops, and ongoing support. Oversee data migration, ensuring accuracy, integrity, and security of digitized records. Monitor project progress, identify and mitigate risks, and report key metrics to leadership. Establish best practices for digital records management, including retention schedules, access controls, and security protocols. Minimum Qualifications

Education: A bachelor’s degree in project management, business administration, library and information sciences, or a related field. PMP or other relevant project management certification is a plus. Experience: Experience with records management systems and digital archiving technologies. Equivalency notes: An equivalent combination of education and experience. Knowledge, Skills, and Abilities

Experience with records management systems and digital archiving technologies. Strong understanding of data security and privacy regulations (e.g., GDPR, HIPAA). Excellent leadership, communication, and interpersonal skills. Ability to work effectively with diverse teams and stakeholders. Additional Information
