Construction Management Quality Assurance (CMQA) Representative
provides nationwide oversight and inspection services for federal Deferred Maintenance and Repair (DMR) and recapitalization projects. This role ensures contractor compliance with plans, specifications, safety requirements, and industry standards. The CMQA Representative conducts on-site inspections, reviews documentation, provides surveillance reports, and immediately alerts project stakeholders to any issues impacting project quality, safety, or schedule. Approximately 50% travel is required to perform site inspections at projects across the country. Required Experience & Skills Minimum of 10 years of experience performing construction quality assurance, safety oversight, or related functions. Proven ability to assess contractor performance against contract requirements, plans, and specifications. Experience delivering surveillance reports covering workmanship, materials, and installation methods. Familiarity with safety standards including OSHA and the USACE Safety Manual (EM 385-1-1). Skilled in reviewing submittals, RFIs, quality control plans, test reports, and as-built documentation. Strong communication and coordination skills for working with CORs, Facility Managers, and contractors. Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Access, Project). Experience & Skills Prior Federal construction oversight experience. Familiarity with deferred maintenance and repair (DMR) programs. Experience conducting constructability and design reviews. Knowledge of contract administration processes, including change orders and claims review. Required Education Bachelor’s degree in Engineering, Architecture, Construction Management, or related field. USACE QCM Course Certification. USACE EM 385-1-1 Safety Certification. Education Professional Engineer (PE) or Registered Architect (RA) license. Certified Construction Manager (CMAA) credential.
