Position: Procurement & Acquisitions Supervisor / State Prog Admin Director. This vacancy exists to develop, implement, direct, and manage procurement and acquisition processes for all DCYF. The incumbent oversees procurement of approximately $70 million per year and provides department-wide leadership in setting strategic direction, asset coordination, policy development, implementation, and analysis to ensure efficient and ethical purchasing procedures. Responsibilities

Establish a new procurement function for the department, including leading the development and implementation of DCYF policies and procedures for procurement. These initiatives span across divisions agency-wide and will involve formulating, implementing, and leading several agency-wide applications and establishing direction, responsibility, and accountability for stakeholders. Serve as the lead acquisitions principal for DCYF, acting as the subject matter expert in multiple acquisition processes, e-procurement, and asset management. Provide advisory support to internal and external executive teams and leadership groups. Develop the procurement and acquisition team, including defining functions, hiring staff with necessary skillsets, and developing a training process to build a well-functioning team. Direct the unit\'s personnel activity to ensure effective utilization and equitable administration of labor agreements and plans. Establish and maintain training resources for DCYF staff on core procurement functions. Coordinate ongoing resources to educate staff on policies and processes while promoting a customer-service oriented model focused on compliance, integrity, efficiency, and transparency. Other duties as assigned by the Chief Financial Officer. Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include: supervisor, lead worker, team lead, project lead; completion of a State of Minnesota leadership program (e.g. ELI, L4); a paid/unpaid position leading a program or chairing a committee (e.g. ERG). Four (4) years of expert level public sector procurement experience. Must include: expert knowledge of fixed asset principles and the statutes that govern the use of public funds; policy analysis, development, and implementation to design agency procedures; review of spending and procurement procedures to ensure compliance with federal, state, and/or department requirements. Preferred Qualifications

Experience supervising procurement activities, reviewing spending procedures, supervising buyers and analysts in procurement of goods and services, subscriptions, utilities, and coordination with large financial institutions regarding purchase cards. Demonstrated excellence in building staff into a cooperative, efficient, and effective buying team. Experience working with diverse teams and cultures. Additional Requirements

A background investigation is required prior to employment, which may include reference checks, criminal background check, and fingerprinting (MNJIS/CJIS). The Department cannot sponsor work visas.
