This pricing position within Proposal Excellence is focused on creating winning cost proposals to help achieve Raytheon’s business goals. This includes proposal development for new strategic business pursuits, proposals for ongoing programs and includes both competitive and sole source proposals. This is a highly visible position that will require extensive collaboration with cross-functional proposal teams, subcontractors, customers and Senior Management. The selected candidate must be able to work under deadlines and constraints as well as have the ability to multitask across a variety of tasks. Responsibilities

All pricing support functions from pre-RFP activities through proposal negotiations. Developing proposal pricing strategy, cultivating a cohesive proposal team, driving compliance to FAR/DFARS, RFP, and Estimating System requirements, pricing models, and developing robust cost rationale, tests of reasonableness, audit responses, and negotiation strategy Plan, lead and perform pricing and cost proposal development in accordance with customer requirements and current government regulations, laws and company policies. Perform the duties of a cost volume manager including the analysis of customer requirements, proposal strategy development, proposal development and production and coordination and interface with other organizations involved in the proposal process. Conduct detailed analysis as necessary to support and impact proposal quality, cost realism and reasonableness via basis of estimate review, historical program analysis and analogous program comparisons. Communicating with various functions and Business unit leadership at all levels. Lead and conduct pricing support to customer fact find activity and government audits. Requirements

Typically requires a Bachelor’s and a minimum of 5 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 3 years experience Experience with MS Office software (ex. Word, Power-Point, Excel) Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), (TINA) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals Preferred Qualifications

Be very detail oriented and have demonstrated ability to think strategically Ability to work both independently and as an integral team member in a highly dynamic work environment Excellent written and oral communication skills with proven experience briefing Management Demonstrated ability to lead/ support cost volume teams for large sole-source and/or competitive proposals Proven experience in working with proposal teams in a very dynamic environment Demonstrated Bid/Cost Proposal development and management skills Strong skills in Bid/Cost Proposal/Finance to include minimum 3 years of Bid/Cost Proposal experience working on proposals in excess of $50 Million Experience in proposing to different contract types (CPFF,CPIF,CPAF, FFP, FPIF, T&M), with an understanding of financial implications on program execution of each contract type. Knowledge of the Service Contract Act and its applications Knowledge of international pursuit pricing Hold an active current security clearance (SSCI) RTX is an Equal Opportunity Employer.
