Overview

BDO is seeking a senior consultant to support project delivery activities for US Defense agencies. The role provides financial improvement, transformation, and audit support services to improve the completeness, accuracy, reliability, and timeliness of a federal agency’s financial data in support of the objective to obtain an unmodified audit opinion. The role may involve supporting leaders within the Practice in business development, practice development, and/or project delivery activities, as well as day-to-day client delivery and relationships on Public Sector engagements. The role may also include direct supervision of staff. Responsibilities

Execute day-to-day client duties, including leading and/or guiding activities in one or more scope areas to support audit response and remediation objectives: Audit facilitation; audit remediation strategy and implementation; audit strategic communications, training, and change management; risk management and internal controls support; financial management policy and standardized business practices; financial system posting logic and annual general ledger updates; FFMIA compliance; system implementation and transformation audit support; and/or capability modernization Support management of team operations in compliance with client project requirements; provide guidance on staff, deliverables, or tasks Coordinate with engagement team management and client leadership on planning, execution, status, and review processes Provide professional Federal accounting and auditing solutions and change management support to progress the client toward an unmodified audit opinion; activities may include: Audit response and liaison with the external financial auditor; leading or supporting walkthroughs and on-site observations and testing Financial audit program strategy, integration, and reporting support Development and implementation of corrective actions and best practices to resolve audit findings Collaboration with client stakeholders to understand system, process, control, and data needs for financial improvement Training, change management, and communication to disseminate audit readiness, response, remediation, and sustainment topics Documentation, design, and implementation of risk assessments, processes, and controls; advise on supporting documentation; support controls testing and gaps remediation Assistance with accounting and financial reporting operations, standardization, analysis, data requests, and compiling financial statement information Account posting logic, system compliance with FFMIA, and support for tests of design or operating effectiveness Transformation efforts from legacy to integrated modernized processes; advise on system implementation to meet audit requirements Development of written reports, in-progress reviews, metrics, dashboards, and status reporting Preparation of presentations and participation in client meetings; contribute to deliverables and trainings Review of work products for technical accuracy and client value Manage priorities and multi-task across efforts; maintain relationships with key client personnel Communicate with team management through status reporting and take ownership of tasks Support firm practice activities, solution initiatives, and business development with Public Sector leadership Attend training, seminars, and conferences to stay current with skills relevant to client needs Assist with recruiting by identifying and referring potential candidates Other duties as required Supervisory Responsibilities

May supervise day-to-day workload of Public Sector direct reports (consultant level staff) on client projects Education

Bachelor's or Master’s degree in Accounting, Finance, Information Systems, Business Management/Administration, Mathematics, Statistics, Computer Science, or Data Science, required; OR a Bachelor’s or Master’s in another discipline with an applicable certification, required Qualifications, Knowledge, Skills, and Abilities

Seven (7) or more years of experience with Federal, or preferred, commercial financial management Three (3) or more years of experience with Federal, or preferred, commercial accounting Experience with OM&S, Inventory & Related Property, or Environmental & Disposal Liabilities (E&DL); preferred paths described below OM&S or Inventory & Related Property: direct experience with auditing or supporting financial statement audits and/or SSAE 18 / SOC 1 E&DL: experience with asset-driven or event-driven environmental liability estimates Experience with financial statement audits or audit readiness support; preferred Experience with FIAR GAAP, USSGL, FASAB, SFFAS, CFO Act; FMFIA, FFMIA, ICOFR, GAGAS (Yellow Book); OMB Circulars; and/or DoD financial management policies Experience with DoD policies, systems, and procedures for personnel or acquisition; preferred License(s) / Certification(s)

Minimum active Secret level security clearance required Active and current certifications such as CPA, CISA, CGFM, CDFM; or equivalent degree as detailed in Education Software

Proficient in Microsoft Excel, PowerPoint, and Word; advanced proficiency preferred Experience with SAP-based platforms; SharePoint or audit response tools preferred Other Knowledge, Skills, & Abilities

Ability to support potential project-related travel as needed Knowledge of Inventory & Related Property accounting standards (SFFAS 3 and 48), SSAE 18, and related audit and internal control requirements Knowledge of environmental laws and financial requirements (CERCLA, DERP, RCRA, SFFAS 5/6, TR2/TR11) Strong communication and interpersonal skills; ability to interact with all organizational levels Excellent verbal and written communication skills About Us

Individual salaries are determined based on qualifications, experience, skills, and geography. Illinois Range: $85,000 - $125,000; Maryland Range: $85,000 - $125,000; Washington DC Range: $85,000 - $125,000. Equal Opportunity
