Overview

Senior Financial Improvement Management Consultant - Public Sector, Defense. BD O is seeking a manager-level professional to support project delivery activities for US Defense agencies. The role provides financial improvement, transformation, and audit support to improve the completeness, accuracy, reliability, and timeliness of a federal agency’s financial data in support of achieving an unmodified audit opinion. The role partners with Practice leaders to manage or support business development, practice development, and project delivery activities, along with day-to-day client delivery and relationships on Public Sector engagements. May involve direct supervision of staff and performance management. Job Duties / Responsibilities

Execute day-to-day duties for the client, including leading and/or providing experienced guidance and technical acumen to support audit response and remediation objectives in one or more scope areas: Audit facilitation; Audit remediation strategy and implementation; Audit strategic communications, training, and change management; Risk management and internal controls support; Financial management policy and standardized business practices; Financial system posting logic and annual general ledger updates; FFMIA compliance; System implementation and transformation audit support; and/or Capability modernization. Provide guidance in managing team operations in compliance with client project requirements; may have supervisory responsibilities overseeing scope of work, staff, deliverables, or tasks. Own or guide task areas while coordinating with engagement team management and client leadership on strategy, planning, execution, status, and review processes. Deliver professional Federal accounting and auditing solutions and change management support to progress toward an unmodified audit opinion. Activities may include: Support audit response and liaison with the client and external auditors Lead or support audit walkthroughs and field on-site observations and testing Provide financial audit program strategy, integration, and reporting support Lead or support development and/or implementation of corrective actions and best practices Work with client stakeholders to understand system, process, control, and data needs to support financial improvement Provide training, change management, and communication support for audit readiness, response, remediation, and sustainment Lead or support risk assessments, processes, controls documentation, and testing Assist with accounting and financial reporting operations, standardization, data requests, and financial statement compilation Conduct accounting standard research and advise on posting logic for various transactions Assess system compliance with FFMIA and control frameworks Support tests of design or operating effectiveness for controls Lead or assist transformation efforts from legacy processes to integrated solutions ensuring audit requirements are met Develop written reports, progress reviews, metrics, dashboards, and status reporting Prepare presentations and participate in client meetings; contribute to deliverables, reporting metrics, and trainings Evaluate work products for technical accuracy and client value Manage priorities and multi-task across multiple efforts; maintain client relationships and ensure shared understanding of processes and operations Communicate status and demonstrate ownership of task areas and work products Establish professional rapport with clients and internal teams; support firm practice initiatives and public sector leadership Support business development and proposal activities; cultivate growth with guidance from Public Sector leadership Attend training and conferences to stay current with skills and industry changes Assist with recruiting by identifying potential candidates and participating in interviews Other duties as required Supervisory Responsibilities

May supervise day-to-day workload of Public Sector direct reports related to client projects, business development, and related activities Evaluate performance and assist in setting goals for professional development Deliver periodic performance feedback and annual evaluations; act as a career advisor as assigned Qualifications, Knowledge, Skills, And Abilities

Education

Master’s degree in Accounting, Finance, Information Systems, Business Management/Administration, Mathematics, Statistics, Computer Science, Data Science or related field (required) Experience

Ten (10) or more years of experience with Federal financial management (required) Four (4) or more years of experience with Federal accounting (required) Experience with OM&S, Inventory & Related Property, or Environmental & Disposal Liabilities (E&DL) (preferred); for OM&S or Inventory, direct experience with auditing or supporting financial statement audits or SSAE 18/SOC 1 remediation (preferred); for E&DL, asset-driven/environmental liability estimates (preferred) Experience with financial statement audits or audit readiness (preferred) Experience with FIAR, USSGL, FASAB/SFFAS, CFO Act, FMFIA, FFMIA, ICOFR, GAGAS, OMB Circulars (preferred) Experience with DoD financial management policies and procedures (preferred); DoD policies for personnel or acquisition (preferred); experience supporting Public Sector practice, solution and/or business development (preferred) Experience managing or leading teams and federal client projects (preferred) Licenses / Certifications

Minimum active Secret level security clearance (required); CPA, CISA, CGFM, CDFM or related certifications (required) Software

Proficient in Microsoft Office (Excel, PowerPoint, Word) (required); advanced proficiency preferred Experience with SAP-based platforms and SharePoint or audit response tools (preferred) Other Knowledge, Skills, & Abilities

Ability to support possible project-related travel Knowledge of Inventory & Related Property accounting standards (SFFAS 3/48), SSAE 18, and audit/internal control requirements Knowledge of environmental laws and financial requirements (CERCLA, DERP, RCRA, SFFAS 5/6, TR2/11) Strong communication, coordination, and leadership abilities; ability to work independently and in teams; strong organizational skills Note: Salary ranges are provided for Illinois, Maryland, and Washington DC based on the role.
