Program Manager II- Battlefield Shock and Organ Support Program

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is seeking a Program Manager II to oversee a collection of related/integrated projects that support a long-term research initiative within the Battlefield Shock and Organ Support (BSOS) Program. This role guides one or more project managers and related technical staff to ensure they work toward the program’s objectives. The position supports administrative activities such as budget tracking, invoicing, and reporting, and contributes to the development of project management tools and infrastructure to enhance transparency, efficiency, and data-driven decision-making. This is ideal for candidates with a strong foundation in research program operations and a collaborative mindset focused on scientific and medical innovation. This position is in support of the Battlefield Shock and Organ Support (BSOS) Program. This position is currently funded for 1 year.

Responsibilities

Lead day-to-day coordination among military, academic, clinical, and industry stakeholders to ensure seamless communication, sample logistics, and alignment of project goals across collaborators.

Monitor progress of scientific and technical activities across multiple validation and development efforts; coordinate and deliver data sets, reports, and milestone documentation to support program objectives and translational advancement.

Assist the Senior Program Manager in monitoring project budgets, subcontract/sub-award progression, and resource allocations to ensure efficient use of funds and effective execution.

Support and coordinate with the Scientific Program Manager on DoD and NIH grant and proposal submissions, including timeline development, task assignment, and preparation of administrative and technical components; ensure compliance with agency guidelines and submission platforms (e.g., eBRAP, ASSIST). Help plan, create, and submit proposals and agreements as requested; compile documents for VPR packets and USU submissions.

Develop and implement communication plans aligned with the program’s strategic vision; ensure consistency in all communications.

Develop stakeholder engagement plans and collaborate on cultivation initiatives to support program growth.

Perform additional responsibilities as needed to support team goals and supervision.

Supervisory Responsibilities

Direct Supervisor: Authority to make decisions on hiring, disciplinary actions, starting salaries and merit increases; conduct performance evaluations and direct work activities.

Qualifications Education and Experience

Bachelor's degree required; Master’s degree preferred. Business Administration or Life Sciences field preferred.

Minimum of 6-8 years of experience required.

Licenses and Certifications

Project Management Professional (PMP) preferred.

Required Knowledge, Skills And Abilities

Familiarity with federal budget processes and fundamental project management principles.

Strong interpersonal skills; clear written and verbal communication; ability to build and maintain teams and resolve problems.

Ability to plan, schedule, and coordinate activities to meet deadlines.

Working knowledge of Microsoft Office, proposal/project tracking, and data analysis software.

Prior life sciences experience preferred.

Ability to obtain and maintain a T1 Public Trust clearance.

Physical Capabilities

Lifting up to 25 lbs; ability to stand or sit at a computer for prolonged periods.

Work Environment

Office setting with up to 5% travel to attend conferences.

Hybrid schedule: 3 days in office, 2 days telework.

Standard business hours with occasional flexibility.

Compensation

Annual salary range: $73,800 – $110,000. Actual salary determined by experience and education.

Employment with HJF is contingent upon successful completion of a background check, which may include verification of references, employment, education, credentials, a criminal background check, and a DMV check if applicable.
