Position Summary Information

General Summary

The Property Management Technician III is a skilled craftsman who operates commercial facilities systems, life safety equipment, provides disaster response support, and tenant activity coordination.

This lead position works with, coordinates activities, and assists in training Property Management Technician Is & IIs and other operating staff/contractors.

Essential Functions Operates high voltage switchgear for facility, including incoming primary and secondary feeders. Coordinates physical plant services and interfaces with tenants, contractors, homeowners, and the general public Oversees and performs facilities quality control inspections Works with, coordinates the activities of, and assists in training Property Management Technicians Is & IIs and other operating staff including providing performance input to Supervisors Operates and investigates all building physical plant services and equipment (Electrical, Mechanical, Plumbing, Building Automation System, and Life Safety) Performs intermediate level electrical maintenance on low voltage equipment (to include but not limited to, troubleshooting lights, ballasts, receptacles, light switches, motion sensors, photocells etc.) HVAC maintenance and oversight of contractor activities to include preventative maintenance, repair, and replacement Oversees and performs quality control inspections of the contracted daily maintenance activities at facilities Inspects contractors and sub-contractors work for compliance/non-compliance or violations Operates and is responsible for emergency service of underground and aboveground storage tanks Evaluates facility systems for operational failures and properly identifies the failed system, required craft/skill level to resolve, correctly isolates risks, and dispatches work requests to maintenance shop or contractor Evaluates, monitors, and approves work requests and building services for asset performance failures including daily activity prioritization and emergency response determinations Reviews existing A/E construction drawings and documents to verify equipment, locations, and established O&M procedures Provides assistance with and makes recommendations and/or comments on drawings Drives a vehicle to conduct WSSC Water business Other Functions

Assists in the construction management and coordination of space planning projects; facilitates office moves and facility rehabilitation projects; and coordinates tenant build-outs Maintains various daily log/diary/reports of activities and contractors' performance Maintains equipment records/history in a CMMS program or manually Prepares and processes work requests and work orders for the CMMS Assists in preparing draft requisitions and change orders Assists in establishing and documenting policies and procedures Serves as the Section Manager as needed Performs related duties as required

Required Knowledge, Skills, And Abilities

Comprehensive knowledge of high voltage switchgear operation, NFPA 70E standards including Arc Flash requirements Considerable knowledge of commercial building physical plant equipment, maintenance, construction materials and operating practices Thorough knowledge in the proper use and application of construction materials, equipment, methods, and technical procedures to maintain facility structural, plumbing, mechanical, electrical, HVAC, and life safety systems Good knowledge of environmental controls, basic carpentry, building interior finishing, structural painting, roof maintenance, locks and key systems, landscaping maintenance, and janitorial activities Good organizational and communication skills, both written and verbal Good Microsoft Office Suite software skills as well as the use of a CMMS system Strong customer service and conflict resolution skills Ability to demonstrate a good understanding of promoting worker health and safety while protecting the environment Ability to effectively identify known dynamic and defined hazards of the job and the proper safety procedures required as trained/explained/defined and identify the proper use of safety equipment Experience with fire alarms and sprinkler systems Experience with Building Automation Systems Ability to establish and maintain effective working relationship with employees, tenants, contractors, and the general public Ability to demonstrate and use normal color perception, smells, and hear audible alarms and sounds to detect abnormal equipment conditions Ability to read and comprehend contract specifications, floor plans, and blueprint drawings Ability to discern deviation from the contract specifications Minimum Education, Experience Requirements

High School diploma or equivalent 5 years of experience in commercial building maintenance or construction that includes operating, maintaining and inspections of electrical, plumbing, and HVAC systems, including:

5 years of Building and Maintenance experience 3 years monitoring contractors' performance 2 years' experience using computerized maintenance systems for service orders, work orders, or reports

Additional Requirements

Possession of a valid driver's license, with no more than 4 points, and the ability to obtain a WSSC Water driver's permit within 90 days of hire or transfer date Employees in this position are designated or considered emergency personnel; therefore, the employee must report to work as scheduled or as directed by their supervisor when WSSC Water declares an event that requires emergency personnel to report to work Must be available, as needed, to work on-call in support of 24x7x365 operations; weekend and overtime work is required at times Must maintain required licenses/permits/certifications while in the role Completion of the WSSC Water Financial Disclosure Statement within 30 days of employment and annually thereafter Completion of an NFPA 70E Arc Flash Training Course

Preferences

2 years of hands-on experience in the operation and maintenance of medium to high voltage electrical distribution systems Electrical or HVAC journeyman license Stationary engineer license Siemens Building Automation experience BOMI Systems Maintenance Administrator (SMA) certification COTR certificate

Salary $76,144 - $129,651
