Summit County, located in Utah, is recruiting an experienced foreman looking to make a difference throughout our County. This is a great opportunity for a motivated manager who will supervise, plan, and coordinate the daily operations of solid waste facilities, including a municipal solid waste landfill, a construction and demolition debris landfill, and two collection sites, and who is skilled in monitoring and adjusting operating techniques, to ensure efficient performances and regulatory compliance. This is a "working foreman" position and will routinely require operation of equipment.

Considerable knowledge of State regulations governing the operations of solid waste facilities is required. Experience with large-scale earthwork practices, heavy construction equipment applications, and surveying principles is vital, along with an understanding of maintenance and repair required for construction, earth working, and miscellaneous equipment. Establishing and maintaining effective working relationships with County officials, supervisors, employees, and the public is essential.

Works under the general supervision of the Solid Waste Superintendent. Provides working supervision over operations and solid waste disposal crews consisting of Solid Waste Equipment Operators, Scale Attendants, and Laborers. We maintain a drug-free workplace and conduct pre-employment drug testing. Salary Range: $32.66 - $45.76/hr.

Minimum Qualifications:
  • Graduation from high school or equivalent plus one (1) year of specialized training provided through professionally sponsored workshops and seminars, technical college, or in service; AND
  • Ten (10) years' experience in operating medium to heavy equipment and tools related to landfill maintenance and construction or related specialty operation; two (2) years of general supervisory responsibility; OR
  • An equivalent combination of education and experience.
  • Possession of a valid Class B Commercial driver's license, or higher, is necessary for the satisfactory performance of assigned duties.
ESSENTIAL FUNCTIONS
  • Supervises personnel operating heavy equipment in the daily operations of a municipal solid waste landfill or construction debris landfill; organizes work schedules of employees, ensuring regulatory compliance, documenting facility operating records, and responding to on site customer service issues.
  • Supervises daily landfill operations to ensure optimum waste compaction densities and soil to refuse ratios are achieved, grade and slope requirements are met, and hazardous waste and banned waste exclusions are complied with in accordance with State regulations and facility operating permits.
  • Supervises the routine maintenance of heavy and specialized equipment and miscellaneous vehicles, whether performed by equipment operators or equipment manufacturer's service personnel. Assist in preparing equipment specifications for procurement or prepare for disposal.
  • Prepare Operations Plans for implementation during inclement weather, equipment malfunctions and extreme staff shortages to ensure all facilities are safely accessible and in compliance with State regulations and facility operating permits.
  • Monitors and evaluates employee's performance and makes recommendations affecting employment status such as retention, advancement, discipline and discharge; instructs employees in proper operation and safety functions; assists employees to correct deficiencies; assures compliance with standard operating procedures; maintains various field and safety records related to work production.
  • This position will routinely operate equipment or operate the scale during extreme staff shortages.
  • Performs related work as required.
