Position Overview: The HR Manager leads TMF's Human Resources Department and is responsible for day-to-day HR operations, compliance with labor laws and collective bargaining agreements, and supervision of the Office & HR Administrator and the Payroll & Benefits Administrator. Reporting to the CFO, this role ensures HR practices effectively support the workforce, operations, and organizational goals.

Key Responsibilities

  • Administer and interpret TMF's three collective bargaining agreements (CBAs) in partnership with department managers; participate in grievance handling and labor-management meetings.
  • Ensure compliance with federal, state, and local labor laws, including EEO, AAP applications, training documentation, and required postings.
  • Provide guidance and coaching to supervisors and managers on employee relations; oversee or participate in investigations as appropriate.
  • Oversee recruiting and onboarding through the Office & HR Administrator, who leads day-to-day staffing activities.
  • Supervise the Payroll & Benefits Administrator and provide oversight, partnership, and backup to ensure accurate and compliant payroll and benefits administration.
  • Supervise and support the Office & HR Administrator, who leads day-to-day recruiting, onboarding, and office/HR support activities.
  • Lead the recruiting and onboarding of key/professional positions.
  • Develop and mentor direct reports to support their professional growth and strengthen overall HR team capability.
  • Manage employee leave and claims processes (FMLA, PFML, ADA, WA Cares Fund, L&I workers' compensation) with a focus on compliance and timely employee support.
  • Oversee HR policy development, handbook updates, and recordkeeping requirements.
  • Coordinate employee training and development programs in partnership with managers and outside providers.
  • Support labor negotiations and contract administration in partnership with company leadership.
  • Maintain accurate HR metrics, records, and reporting.
  • Support company culture, employee engagement, and retention initiatives.
  • Maintain regular visibility on the shop floor to connect with employees, address concerns proactively, and strengthen HR presence.
  • Utilize outside consultants and contractors for specialized HR projects as needed.
  • Perform other related duties as assigned.

Qualifications

  • Bachelor's degree in Human Resources, Business, or related field; equivalent experience considered.
  • Progressive HR experience with supervisory responsibility in heavy manufacturing/industrial, construction, or a related industry.
  • Experience working with labor unions and administering CBAs is required.
  • Strong knowledge of federal and Washington state employment law.
  • Professional HR certification preferred (PHR/SPHR or SHRM-CP/SHRM-SCP).
  • Demonstrated ability to balance tactical HR execution with sound judgment and confidentiality.
  • Excellent interpersonal communication and conflict resolution skills.
  • Approachable; develops trust with individuals at all levels within the organization.
  • Proficiency with MS Office Suite; experience with HRIS systems preferred.

Compensation & Benefits

Competitive salary range: $90,000 -- $120,000, commensurate with experience and qualifications, paid weekly.

In-office position with general hours of 7:00 AM -- 5:00 PM, Monday--Friday; schedule flexibility may be discussed during the interview process.
