Part-Time Tax Senior Manager, State and Local Tax - Unclaimed Property
Overview and responsibilities described below are for the Tax Senior Manager, SALT - Unclaimed Property, a part-time role focused on unclaimed property compliance and consulting, with project management, client communications, and potential business development responsibilities.
Job Description The Tax Senior Manager, SALT - Unclaimed Property is responsible for advising clients of the tax implications and other accounting related matters that affect their business objectives, with an emphasis on unclaimed property compliance and consulting. This role uses tax and/or accounting skills in a consultative capacity where sporadic data sets are obtained, analyzed and modeled. The individual will recommend alternate courses of action and identify methods of complying with unclaimed property statutes and regulations. Responsibilities include project management, client and state presentations, coordinating compliance, audit defense, VDAs, and other consulting engagements, managing client expectations and deliverables, marketing, networking and business development, and recognizing potential policy changes and applying new policies to compliance and consulting engagements. The Senior Manager will work with Core Tax and Audit Principals, Directors, and Senior Managers to provide SALT expertise to clients.
Job Duties
Research
Identifies complex situations when research is necessary, outlining the issue(s) and the appropriate source of research to be conducted
Analyzes researched facts and sources prior to composing a detailed report of findings
Develops relationships with in-state and out-of-state Department of Tax (DOT)/Department of Revenue (DOR) personnel, Department of Treasury, etc.
Routinely keeps abreast of latest relevant unclaimed property statutory, regulatory and case law changes
Unclaimed Property Compliance
Obtains and manipulates data from clients for annual escheat returns
Uses FSI Track, BDO Global Portal and other systems for data gathering
Imports data into FSI Track and prepares returns
Identifies appropriate B2B and other exemptions/deferrals
Performs reconciliations on data gathered to data reported
Composes responses to notices from state authorities
Assists with due diligence letter processing
Assists with client payment processing
Provides assistance with exam support
Communicates routinely with clients and UP team members
Unclaimed Property Consulting
Drafts memorandums, opinions and other documentation on escheat issues
Determines escheat planning process
Develops policy and procedures, address internal controls
Represents clients on unclaimed property audits and voluntary disclosures
Assists with gift card planning opportunities and implementation
Conducts client interviews, onsite visits, workplans, etc.
Reviews general ledger detail, banking records, and other data for escheat items
Prepares and reviews scheduling decks of sporadic data into UP templates for analysis
Assists clients with remediation procedures
Develops exposure quantification models for escheat
Assists with client refund review process
Applies all applicable state tax consulting sub-specialties and confers with STS professionals when appropriate
Ensures engagement letters are adopted prior to work and manages engagements
Assists in development of consultative selling strategies
Responsible for achieving/securing $500k - $750k+ annual business development goal
Responsible for achieving 5-10 annual new business leads
Routinely updates CRM entries
Participates in relevant trade organizations and public speaking, networking events
Manages client expectations and oversees multiple engagements
Unclaimed Property Controversy
Represents clients before tax authorities on contested issues
Unclaimed Property Related Software
Uses FSI Track, tax research databases and other software
Maintains knowledge of GL systems (SAP, Oracle, JD Edwards, AS/400, Epicor, etc.)
Participates in technology enhancements for unclaimed property group
Other duties as required
Supervisory Responsibilities
Supervises the day-to-day workload of SALT Managers, Senior Associates and Associates on assigned engagements
Ensures staff are trained on relevant software
Evaluates performance and assists in professional development
Delivers performance feedback and evaluations for SALT staff
Acts as Career Advisor to SALT staff as appropriate
Education and Qualifications
Bachelor’s degree, required; focus in Accounting, preferred
Experience
Six or more years of experience in tax, financial statement auditing, internal auditing or forensic accounting in public accounting or in-house, required
Prior supervisory experience, required
Licenses/Certifications
CPA, Attorney (admitted in US jurisdiction), or EA (or equivalent), preferred
Software
Proficient in Microsoft Office Suite (Excel and Word) required
Experience with Power BI, Alteryx, and other software preferred
Other Knowledge, Skills & Abilities
Excellent verbal and written communication skills
Strong analytical and research skills
Solid organizational skills and ability to meet deadlines
Ability to multi-task and work independently or in a group
Ability to manage a team of tax professionals and delegate work
Strong client relationship skills
Executive presence and ability to act as primary contact on engagements
Advanced knowledge of tax standards and tax research sources
