About the Department Health and Human Services Agency

(HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. The HHSA is organized into branches: Behavioral Health & Social Services, Public Health, Economic Mobility, with centralized Administration Services. The Public Health Branch focuses on community-wide prevention of communicable disease, chronic disease, injury, substance abuse, family violence, lead poisoning, and related public health activities. It promotes policies and environments that encourage healthy behaviors and serves as the emergency response unit headquarters and laboratory for the county and surrounding regions.

About the Position Under general direction of the HHSA Public Health Branch Director, the Public Health Laboratory Director plans, organizes, directs and carries out the activities of the Public Health Laboratory, a CMS-accredited laboratory performing high complexity testing in compliance with CLIA '88; and related duties as assigned.

Distingishing Characteristics The Public Health Laboratory Director is responsible for the overall operation of the laboratory, including oversight of staff, planning, organizing, directing and delegating work duties; performing and interpreting complex laboratory tests; developing and improving laboratory procedures; ensuring prompt and accurate reporting; maintaining certifications; ensuring regulatory compliance; administering evaluations, budgets and contracts; and leading quality control, safety, quality assurance and proficiency testing programs.

Responsibilities and Duties Plans, develops, implements, and oversees public health laboratory programs; reviews and implements policy and procedural changes; analyzes data to develop procedures; ensures testing systems provide quality results across pre-analytic, analytic, and post-analytic phases; maintains laboratory facilities and safety; ensures appropriate test methodologies; oversees proficiency testing and corrective actions; provides consultation to clinicians and laboratories; supervises staff; administers contracts and budgets; promotes the Branch’s mission and aligns laboratory activities with organizational goals; assists in accreditation and improving public health services; may represent the Branch before community groups and governmental agencies; performs other duties as required.

Minimum Qualifications It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Doctoral degree from an accredited university in a chemical, physical, biological or clinical laboratory science. Two years of laboratory training, or experience, or both; and two years of laboratory experience directing or supervising high complexity testing. Possession of certification by the American Board of Medical Microbiology, American Board of Clinical Chemistry, American Board of Immunology, American Board of Bioanalysis, or other National accrediting board approved by the Federal Division of Health and Human Services Agency.

OR

Held a position as a Laboratory Director or could have qualified as a "Laboratory Director" under regulations at 42 CFR 493.1415, published March 14, 1990, on or before February 28, 1992.

Special Requirements

Must be certified as a Public Health Microbiologist by the California Laboratory Field Services.

Possession of an appropriate California driver’s license.

Ideal Candidate The ideal candidate is a strong leader invested in strengthening a local LRN-B public health laboratory to serve the nine-county rural northern California region. They should bring highly technical laboratory knowledge and strong relational and communication skills, with experience in public health microbiology and local health department laboratory operations. The candidate should implement safety and quality standards, oversee staff, ensure certification needs, equipment maintenance, and contracting, and develop standardized processes to ensure smooth laboratory functioning. Growth mindset and a focus on efficiency, effectiveness, and customer service are desirable. A California Public Health Microbiologist Certificate and compliance with Technical Supervisor requirements under CLIA may be expected.
