Base pay range:

The Energy Division / Electric Costs and Retail Choice Branch / Utility Costs and Compliance Section advises CPUC’s administrative law judges and Commissioners on proceedings addressing utility capital expenditures, operating costs, debt and equity financing, and rate of return for utility infrastructure investments and operations. The section analyzes utility funding requests to provide analyses and recommendations. Job duties include supervision (hiring, assigning work, evaluating performance, training), organization (planning and prioritization, resource management), policy development (fact-based analysis to justify changes), and communication (reports, briefings to judges, Commissioners, and management). Responsibilities

Provide advisory support to Commission decision-makers on electric general rate cases and other proceedings examining utility capital expenditure and annual operating costs requests. Review and recommend action on vice letter requests from the utility in compliance with prior Commission orders. Collaborate with auditors to evaluate utility expenditures; work with a team of energy analysts and engineers to review and analyze funding requests and provide appropriate recommendations. Supervise staff (hiring, assigning work, evaluating outputs, conducting employee evaluations, and training) and manage section planning, prioritization, and resource allocation. Develop policies using staff input and analysis to justify short- and long-term changes; prepare and edit reports and present information to Administrative Law Judges, Commissioners, and division management. Maintain technical knowledge of electric utility cost-of-service principles, ratemaking policy and procedures, and familiarity with utility accounting practices. Qualifications and Requirements

The position requires relevant experience in electric utility cost-of-service concepts, regulatory accounting, and ratemaking. Prior experience in or with CPUC energy policy is a plus.
