Senior Manager, Inspections & Testing (Durable Materials) – Metropolitan Transportation Authority. This role assists the Senior Director and Assistant Deputy Chief of Vendor Relations with the inspection and testing of a wide spectrum of materials procured by MTA agencies, including safety-critical materials and materials with state and federal mandates, to ensure compliance with specifications and regulations for maintenance of infrastructure and safety of the riding public. Primary focus areas include management of inspection and testing of track materials, wire and cable materials, lumber, electrical and signal materials, and structural steel materials. The role ensures compliance with contractual terms, reviews consultant and laboratory invoices, monitors expenditures against budgets, and supports development of specifications and oversight of contracts and product evaluations. The position leads a diverse staff in a high-profile, high-pressure environment with multiple stakeholders. Responsibilities

Manage the Worldwide Technical Inspection Services Contract and laboratory contracts covering the inspection and testing of durable materials used by the Department of Subway, Department of Buses, NYCT Depots, and Construction & Development to ensure compliant materials are delivered to the MTA. Monitor budgets for laboratory contracts and oversight staff; authorize vendor payments and reconcile budget information; ensure the inspection program is properly staffed. Review waivers addressing delivery of non-conforming materials, coordinate with User Department and Inspections & Testing, and present waivers to the Senior Director for final approval. Coordinate Special Projects related to durable materials to research new materials, technologies, and process improvements; analyze material challenges and failures; provide R&D support to Operating Departments. Assist with quality audits of durable materials; oversee vendor qualification of manufacturing processes, monitor existing vendors, and recommend corrective actions for vendors requiring rehabilitation. Select, develop and motivate personnel; provide career development, coaching, and performance management; uphold a professional environment that respects diversity. Oversee contractor performance, observe work, review invoices for contractual compliance, address performance issues, and escalate as needed. Perform other duties as assigned. Qualifications

Knowledge/Skills/Abilities: Technical knowledge of properties of materials and associated specifications. Strong project management and budget experience. Familiarity with AREMA, AAR, ASTM, EPA, DOT, NYS Building Code, and related regulations. Experience managing professional/technical staff, including engineers. Experience with quality audits and inspection/testing of critical materials in large operations. Ability to read shop and engineering drawings; excellent communication, interpersonal, organizational, and presentation skills; ability to work effectively in high-profile environments with internal and external stakeholders. Strong managerial skills to direct a staff of professionals and technical employees toward short- and long-term goals. Proven ability to complete projects efficiently; strong analytical and quantitative skills; proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Required Education and Experience Bachelor’s degree in Engineering, Metallurgy, or related field, or equivalent combination of education and experience. Minimum 5 years related experience. Demonstrated supervisory and/or leadership abilities. Preferred Master’s degree in a related field. At least 3 years in a managerial/leadership role. Experience in a large, multi-faceted, fast-paced organization or governmental body. Attainment of or in the process of attaining a Professional Engineer (PE) license from New York State. Familiarity with MTA policies, procedures, and collective bargaining. Other Information

May require outside normal work hours (evenings and weekends). Travel to other MTA locations or external sites may be required.
