Overview The State of Connecticut, Office of the State Comptroller (OSC) is looking for an information technology analyst 2 to join the Core-CT division. This role involves problem-solving across a variety of IT tasks and projects, with opportunities for growth and impact within public service.

Discover the Opportunity

Deliver full-cycle technical support for agency staff, including hardware lifecycle management, software applications, and network infrastructure.

Monitor and respond to security incidents to safeguard systems and data.

Lead and collaborate on help desk requests; act as technical lead on complex issues.

Design and maintain automation tools and in-house applications to streamline tasks and IT asset management.

Manage and support agency communication systems (on-site and remote telephone applications).

Provide secondary support for agency websites, ensuring reliability and usability for staff.

About Us The Office of the State Comptroller (OSC) provides accounting and financial services, benefits administration, policy development, and financial reporting for state, federal, municipal governments, and the public. OSC supports Core-CT for more than 10,000 state employees and manages comptroller’s technical infrastructure and related web development.

Selected location: 165 Capitol Avenue, Hartford, CT. The state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces. The IT division is an inter-agency team focused on Core-CT maintenance and related services.

Knowledge, Skills and Abilities

Considerable knowledge of IT equipment, diagnostic tools, and system analysis, design, development, and programming.

Understanding of information systems, security practices, disaster recovery, operating systems, and project management principles.

Strong interpersonal, oral and written communication skills; problem-solving and analytical abilities.

Ability to coordinate projects and document IT processes, procedures, and inventories.

Ability to analyze and debug complex software and systems problems.

Qualifications

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE: Six (6) years of IT experience in operations, programming, systems/software development, or related IT support.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE: At least one year of professional IT work in relevant areas; may be interpreted at IT Analyst 1 level for state employees.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED: College credits can substitute up to four years of experience; a Bachelor's degree substitutes for up to four years; a Master's degree may substitute for one additional year.

Preferred Qualifications

Experience with Microsoft 365 Office Suite to support business processes and administrative functions.

Experience using BMC Footprints and Helix service desk systems for incident tracking in a multi-user IT environment.

Advanced desktop support experience, including hardware/software troubleshooting and network issues.

Website support experience, including content updates and access management.

Experience with Microsoft Endpoint Configuration Manager for software deployment and updates.

Experience administering telecommunication systems (Avaya Control Manager, Avaya OneX Communicator).

Experience developing automated workflows with Microsoft Power Automate and PowerApps.

Strong ability to explain technical information clearly to diverse audiences; meticulous recordkeeping and asset management.

Ability to work independently and collaboratively within a technical support team.
