Administer PeopleSoft in support of the state’s ERP system Support web and application server infrastructure on Linux and Windows Configure and maintain Oracle WebLogic, Java, and Oracle database client connectivity Set up and configure development, test, and production environments to support DevOps Manage the Phire source code management tool and assist developers with code management, database components, application security, and deployment tasks Coordinate, adjust, and document production schedules for Core-CT PeopleSoft applications Monitor batch applications, analyze issues, and coordinate resolution with senior FIN developers Assist with PeopleSoft Update Manager (PUM) updates, retrofits, and testing issue resolution Partner with application DBAs to monitor and enhance application performance Develop issue resolution skills and contribute to SOPs for troubleshooting Collaborate with business partners and agencies to establish new interfaces and integrations Monitor data exchanges and interfaces, review logs, analyze issues, and coordinate resolution with senior development staff About Us
The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public. We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces. The Information Technology division is an inter-agency team that supports and helps maintain Core-CT, used by over 10,000 state employees for financial, human resources, and payroll functions. The division maintains and upgrades Core-CT, provides analysis, maintains the comptroller’s technical infrastructure, and is responsible for web development for the comptroller’s communication sites. Service/Help Support: Responds to calls, email and requests for technical support; Tracks status of problems; Provides basic hardware/software support and resolves simple to moderate issues; Acts as liaison between technical staff, users and vendors; Monitors PC performance; Performs related duties. Desktop Services: Diagnoses and resolves PC and software problems; Rebuilds PCs; Installs software; Coordinates installation and maintenance of network components; Assists with hardware/software upgrades; Configures terminal emulation software for host connections; Performs related duties. Network Services: Provides first-level network support; Assists with network problem resolution; Configures network components; Supports disaster recovery plans; Provides user training; Performs related duties. General Experience : Five (5) years of experience in IT operations support, programming or another IT-related support area. Special Experience : Two (2) years of the General Experience must have involved basic technical support work (help desk, hardware/software installation, data communications, microcomputer support, production control or programming). Note: For state employees, basic technical support work is interpreted at the level of an Information Technology Technician. Substitutions Allowed : College coursework in MIS/CS/IT may substitute for General Experience (15 semester hours = 0.5 year, up to 4 years for a Bachelor's). A Master's degree may substitute for General and Special Experience. For state employees, two years as an IT Technician may substitute for General and Special Experience. Completion of an approved IT Analyst Trainee program may substitute for General and Special Experience. Preferred Qualifications
Experience explaining complex technical information clearly to diverse audiences; Experience using an Application Change Management tool (preferably Phire); Experience with PeopleSoft; Relational databases and SQL (preferably Oracle); Programming experience with ability to learn new languages; Experience administering or supporting Windows and Linux; Experience using Microsoft 365 Office Suite; Experience supporting or developing web-based technologies; Experience with interface protocols, encryption tools, and file formats such as XML, SCV, and PGP; Ability to diagnose and resolve issues across software systems; Strong IT documentation practices; Ability to work both independently and as part of a team.
