Senior Market Monitor - Climate (Financial Examiner 4)

– part of the Auctions and Market Section of the Cap-and-Invest Program. This role supports Washington’s climate efforts by managing and surveilling the cap-and-invest market, developing market program improvements, and producing reports and revenue forecasts for the agency, Governor, and Legislature. You will represent Ecology in collaboration with other agencies, regulated industry, and national/international groups on market and Cap-and-Invest issues. Location and Schedule

Headquarters Office in Lacey, WA. You must live within commutable distance from the duty station. Schedule:

Telework and flexible options are available. A minimum of one day per week in the Lacey office is required. Infrequently, cap-and-invest market events (e.g., auctions) may require in-person presence. Schedules are subject to change. Application Timeline

The Senior Market Monitor will focus on market surveillance of participants in the cap-and-invest market, including participants from the financial sector and other market participants. Key duties include: Ensure Cap-and-Invest entities comply with state and federal laws and industry standards in collaboration with federal agencies, market operators, and state agencies. Maintain contact with futures markets and review futures and bilateral allowance/offset contracts using expert judgment. Apply knowledge of environmental markets and finance to monitor complex market participants in Washington’s cap-and-invest market. Identify and propose regulatory options to minimize regulatory arbitrage across jurisdictions and markets. Regularly revisit the program’s market monitoring approach and seek improvements. Evaluate financial records across entities connected through regulatory definitions. Maintain up-to-date understanding of finance, commodity markets, and related fields; apply these concepts to market monitoring. Qualifications

Required Qualifications Nine years of experience and/or education in finance, economics, energy/commodity markets, regulatory enforcement, or related work. Education with a major in finance, business administration, economics, accounting, policy, data science, or related fields. Examples Of How To Qualify 9 years of experience; or 8 years of experience with 30-59 semester or 45-89 quarter college credits; or 7 years with 60-89 semester or 90-134 quarter credits (Associate’s degree); or 6 years with 90-119 semester or 135-179 quarter credits; or 5 years with a Bachelor’s degree; or 4 years with a Master’s degree; or 3 years with a Ph.D. Special Requirements A background check will be conducted, which may include criminal history, fingerprinting, and credit history. Information from the background check will be considered in determining suitability and competence. Desirable Qualifications FINRA licenses (e.g., Series 7, Series 66) or other relevant certifications. Other certifications (CPA, PMP, data analysis, statistics, market analysis, etc.). Experience addressing climate change and greenhouse gas markets. Experience in finance, electricity, fuels, greenhouse gas, or other commodity markets. Quantitative skills in statistics, mathematics, programming, or modeling. Application Process and DEIR
