Senior Market Monitor - Climate (Financial Examiner 4) – Washington State Department of Ecology The Department of Ecology is hiring a Senior Market Monitor - Climate (Financial Examiner 4) within the Climate Pollution Reduction Program (CPRP). This role supports climate action, decarbonization, and Washington’s leadership in a green economy by managing cap-and-invest market activities, market surveillance, and related analyses. Location and Schedule

Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station. This position is eligible for telework and flexible schedule options. A minimum of one day per week is required in the Lacey, WA office. Infrequently, in-person attendance may be required for Cap-and-Invest market events such as auctions. The Senior Market Monitor is part of the Auctions and Market Section of the Cap-and-Invest Program. The role supports climate change action, decarbonization, and Washington’s leadership in a green economy by managing allowance auctions and trading, proposing market improvements, and producing reports and revenue forecasts. You will represent Ecology in collaboration with other state agencies, regulated industry, and national/international groups on issues related to allowance auctions, the market, and the Cap-and-Invest program. Primary emphasis : market surveillance of participants in the cap-and-invest market from the financial sector or general market participants, through the following duties: Ensure Cap-and-Invest entities comply with state and federal laws and industry standards, in partnership with federal agencies (e.g., IRS, SEC, CFTC), market operators (e.g., ICE, Nodal), and relevant state agencies (e.g., Attorney General’s office). Maintain contact with futures markets listing relevant futures contracts and review futures and bilateral allowance/offset contracts using professional judgement. Apply knowledge of environmental markets and finance to closely monitor complex financial market participants in Washington's cap-and-invest market. Identify and propose regulatory options to minimize regulatory arbitrage across jurisdictions and markets. Regularly review and improve the program’s market monitoring approach. Evaluate financial records and documents across entities connected through regulatory definitions. Maintain up-to-date understanding of finance, commodity markets, and related fields and apply concepts to market monitoring work. Qualifications

Required Qualifications Nine years of experience and/or education as described below. For detailed information on how we calculate experience, please visit our Recruitment website. Professional experience in finance; economics; energy, agricultural and/or other commodity markets; regulatory enforcement; or related work. This experience could be gained in most private sectors, and/or the public sector. Education involving a major study in fields including—but not limited to—finance, business administration, economics, accounting, policy, data science, and related fields. Examples Of How To Qualify 9 years of experience. 8 years of experience AND 30-59 semester or 45-89 quarter college credits. 7 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree). 6 years of experience AND 90-119 semester or 135-179 quarter college credits. 5 years of experience AND a Bachelor’s degree. 4 years of experience AND a Master’s degree. 3 years of experience AND a Ph.D. Special Requirements/Conditions Of Employment A background check will be conducted, including possible criminal history, fingerprinting, and credit history. Information from the background check will be considered in determining suitability and competence. Desired Qualifications FINRA licenses such as Series 7, Series 66, and/or other related licenses. Other relevant certifications (finance training, CPA, PMP, data analysis/statistics, market analysis, or related certificates). Experience addressing climate change, including greenhouse gas markets. Experience in finance, electricity, fuels, greenhouse gas, or other commodity markets. Quantitative skills in statistics, mathematics, programming, and modeling.
