Overview
Federal Health, Safety and Environment Manager Arcadis is seeking a Health, Safety and Environmental (HSE) Manager to support our Federal Program. This position requires a minimum of 10 years of experience in the construction, environmental, remediation, or safety field and is familiar with heavy equipment operation and large-scale remedial/construction activity at Federal facilities. This position can be based anywhere in the U.S. and will require up to 30% travel to project sites throughout the U.S. Role description
As a Federal HSE Manager with Arcadis, you will collaborate with project teams and contribute to safety processes and procedures, audit processes and procedures, and add value and insight to improve and audit safety practices. You will be a key member in the preparation and review of proposals, reports, and accident prevention plans (APPs), review scopes of work, and provide H&S statistics. Manage and oversee site safety and health officers (SSHOs) during environmental investigations, remediation, and construction activities in accordance with OSHA, Federal client requirements, USACE EM 385 1-1, and Arcadis policies. Evaluate risk across the Federal Program and conduct audits to manage risk. Identify and train SSHOs within the Arcadis project staff network. Develop and maintain a digital library of Activity Hazard Analysis (AHA) forms. Support Project Managers with technical assistance, quality checks, regulatory requirements, etc. Lead project H&S kickoff/daily meetings; develop and review H&S plans including HASPs, APPs, SSHPs, AHAs, and other safety documents. Assign H&S plan authors and respond to client comments (RTCs). Perform worker and task observations to identify unsafe behaviors and work with teams to mitigate hazards. Participate in incident investigations (near misses and incidents) using methods such as 5 Whys and Root Cause Analysis and satisfy client reporting/investigation requirements (ENG Form 3394). Qualifications & Experience
Bachelor’s Degree or equivalent in a relevant field Minimum 10 years’ experience in Health and Safety, industrial/remediation/construction settings Credentials to support the role (CIH or CSP required, or ability to obtain within 6 months of hire) At least 3 years’ experience implementing occupational health and safety requirements on USACE environmental cleanup projects Strong working knowledge of USACE EM 385-1-1 and the 2024 revisions Minimum of 5 years federal project work experience, with preference to USACE HAZWOPER 40-Hour Training and/or current 8-Hour refreshers Preferred: 30-Hour OSHA Construction and/or 8-Hour HAZWOPER Site Supervisor Working knowledge of PFAS HSE procedures Understanding of safety requirements around munitions and explosives of concern (MEC) Benefits and inclusion
