This position is designed for an individual with a minimum of 10 years of experience in the construction, environmental, remediation, or safety field and is familiar with heavy equipment operation and large-scale remedial/construction activity at Federal facilities. This position can be based anywhere in the U.S. and will require up to 30% travel to project sites throughout the U.S.

As a Federal HSE Manager with Arcadis, you’ll contribute to an array of safety processes and procedures, support the preparation and review of proposals, reports, and accident prevention plans (APPs), review scopes of work, and provide H&S statistics. This role offers the opportunity to influence dynamic teams and gain experience in a wide variety of environmental projects for diverse market sectors.

Role accountabilities

Manage and oversee site safety and health officers (SSHOs) during environmental investigations, remediation, and construction activities in accordance with OSHA, Federal client, US Army Corps of Engineers (USACE) EM 385 1-1 and Arcadis policies and procedures.

Evaluate risk across the Federal Program and conduct audits to manage risk; identify and train SSHOs within the project staff network.

Develop and maintain a digital library of Activity Hazard Analysis forms; provide technical assistance and quality checks to Project Managers on regulatory requirements.

Lead project H&S kick-off/daily meetings; develop and review H&S plans including HASPs, APPs, SSHPs, AHAs, and other safety documents; assign H&S plan authors and respond to client RTCs.

Perform worker and task observations to identify unsafe behaviors and collaborate with teams to implement corrective measures.

Participate in incident investigations (near misses, root cause analysis) in accordance with client requirements.

Qualifications & Experience

Bachelor’s Degree or equivalent in a relevant area.

Minimum 10 years’ experience in Health and Safety, industrial/remediation/construction settings.

Credentials qualified to support the role (e.g., CIH or CSP required, or obtainable within 6 months of hire).

At least 3 years’ experience implementing occupational health and safety requirements on USACE environmental cleanup projects.

Solid working knowledge of USACE EM 385 1-1 requirements and the 2024 revisions.

Minimum 5 years federal project work experience, with preference to USACE.

HAZWOPER 40-Hour Training and/or current 8-Hour refreshers.

Preferred: 30-Hour OSHA Construction and/or 8-Hour HAZWOPER Site Supervisor.

Working knowledge of PFAS HSE procedures.

Understanding of safety requirements around munitions and explosives of concern (MEC).

Salary range for this position is $94,944 - $185,616. Actual salaries vary based on experience, education, budget, internal equity, project, and location.
