Federal Health, Safety and Environment Manager
Arcadis is seeking a Health, Safety and Environmental (HSE) Manager to support our Federal Program. This position requires a minimum of 10 years in the construction, environmental, remediation, or safety field and familiarity with heavy equipment operation and large-scale remedial/construction activity at Federal facilities. This role can be based anywhere in the U.S. and may require up to 30% travel to project sites nationwide. Role responsibilities
Manage and oversee site safety and health officers (SSHOs) during environmental investigations, remediation, and construction activities in accordance with OSHA, Federal client requirements, USACE EM 385 1-1, and Arcadis policies. Evaluate risk across the Federal Program and conduct audits; identify and train SSHOs; develop and maintain a digital library of Activity Hazard Analysis forms; support Project Managers with technical assistance, quality checks, and regulatory requirements. Lead project safety processes, conduct kick-off and daily safety meetings; develop and review H&S plans including Arcadis internal HASPs, Accident Prevention Plans (APPs), Site Safety and Health Plans (SSHPs), and Activity Hazard Analyses (AHAs); assign H&S plan authors and respond to client comments (RTC). Perform worker and task observations to identify unsafe behaviors and work with teams to implement corrective actions; participate in near misses and incident investigations (5 Whys, Root Cause Analysis, Learning Team-What/Why Tree) and client incident reporting requirements (ENG Form 3394). Qualifications & Experience
Bachelor’s Degree or equivalent in a relevant area Minimum 10 years’ experience in Health and Safety, industrial/remediation/construction settings Credentials: CIH or CSP required, or able to be achieved within 6 months of hire date At least 3 years’ experience implementing occupational health and safety protection requirements at USACE environmental cleanup projects Solid working knowledge of USACE EM 385 1-1 requirements and the 2024 revisions Minimum of 5 years federal project work experience, with preference to USACE HAZWOPER 40-Hour Training and/or current 8-Hour refreshers Preferred 30-Hour OSHA Construction and/or 8-Hour HAZWOPER Site Supervisor Working knowledge of PFAS HSE procedures Understanding of safety requirements around munitions and explosives of concern (MEC) Why Arcadis?

Salary range: $94,944 - $185,616. Actual salaries vary based on factors including experience, education, budget, internal equity, project and location.
