Overview APM Terminals Elizabeth is part of A.P. Moller-Maersk Group, a global container logistics company operating in 130 countries and employing roughly 100,000 people. APM Terminals Elizabeth handles a significant portion of the port’s container throughput and is undergoing major upgrades to decarbonize operations and expand capacity under the Port Master Plan 2050.

Purpose As a key part of a project management team, APM Terminals Elizabeth is looking for a Project HSSE Manager to lead the Health, Safety, Security and Environmental (HSSE) discipline for the Port Elizabeth upgrade project. You will oversee planning, implementation, and continuous improvement of HSSE strategies to ensure compliance with local legislation, corporate standards, and industry best practices, safeguarding people, property, and the environment. Your performance metric will be to elevate engagement on HSSE and pro-actively address issues to foster a positive HSSE culture.

Responsibilities

HSSE Culture: Lead the HSSE function with team leadership and influence; foster proactive continuous improvement of the health and safety culture; implement the Fatal 5 program; create spaces for open dialogue about everyday HSSE challenges.

Strategic Planning: Define the HSSE vision and strategy for the project; draft and implement the HSSE management plan; establish HSSE goals, targets, and objectives for the project lifecycle; prepare HSSE annual reviews and plans.

Risk Management: Proactively identify, assess, and manage HSSE risks and opportunities; ensure project and supply chain compliance with HSSE roles and responsibilities; support risk reviews, KPI reporting, and methodology evaluation.

Assurance and Incidents: Develop an assurance program with audits, inspections, safety tours, and consequence management; ensure transparent incident reporting to stakeholders; facilitate learning-focused reviews; monitor supplier incident reporting quality and timeliness; lead investigations for high-potential/high-severity incidents and capture knowledge from incidents.

Emergency Management: Align emergency preparedness and crisis communication with legal functions, external authorities, and terminal operations; oversee the response organization across the terminal, contractors, and suppliers.

Contractor and Supply Chain HSSE: Embed HSSE in supplier selection; ensure HSSE specifications are embedded in contracts; review HSSE inputs from suppliers; ensure contractors meet safety standards and are oriented to our HSSE culture.

Training and Engagement: Train and coach contractor HSSE organizations to meet HSSE requirements; maintain open, transparent front-line engagement; be present during challenging activities and support visitor logistics and access.

Reporting & Communication: Prepare HSSE reports for internal and external audiences; set up and report HSSE KPIs; support project leadership with HSSE reporting and communications; foster collaboration among stakeholders and embed HSSE in project meetings.

Stakeholders and Reporting

Direct reporting: Elizabeth Expansion Project Director

Functional reporting: Global Project Execution Senior HSSE Business Partner

Geographical scope: Local (Port Elizabeth, USA)

Qualifications, Skills, and Experience

Minimum 10 years of experience managing and monitoring outsourced supply chains in heavy industry construction or asset delivery; experience on both contractor and client sides preferred

Accountability for HSSE workstream on at least two large-scale (> $100M USD) and complex capital infrastructure projects, preferably in the USA

Strong leadership, communication, and coaching abilities; ability to influence and drive change

Experience presenting to internal and external stakeholders in English; analytical and proactive problem-solving mindset; detail-oriented with focus on compliance and continuous improvement

Education: Bachelor’s or Master’s in safety and/or security management; relevant OSHA courses

$120,000 - $165,000 USD*

*The stated pay range is the anticipated starting salary and may be adjusted based on market conditions, location, and other factors. Final salary will be determined with the selected candidate in accordance with applicable laws.
