This senior-level HR professional is responsible for supporting and managing a wide range of systemwide HR programs and initiatives. The primary focus is on developing, implementing, and maintaining HR policies and procedures to ensure alignment with laws, regulations, and best practices. The role will lead policy management, facilitate stakeholder engagement, and develop tools and resources for effective policy administration across the University System of Georgia (USG) institutions. In addition to the policy work, this position supports or manages HR programs related to training and professional development services, vendor and contract management, and the collection and analysis of information related to employee relations matters. Responsibilities
Research and monitor federal, state, and institutional HR policies, laws, and best practices. Draft, revise, and maintain HR policies and procedures in collaboration with HR leadership at the System Office and institutions, as well as related stakeholders. Coordinate the policy lifecycle, including stakeholder input, review, feedback, approval, and publication. Develop and maintain standardized templates, tools, and guidance to support institutional policy implementation. Implement and manage all facets of the PolicyStat policy administration system. Monitor and ensure compliance with USG HR related policies, processes, and procedures. Create presentations, briefings, reports, and decision documents to support policy communication and leadership decision-making, and other types of communications as appropriate. Support or manage HR programs, services, and contracts related to training and professional development for the USG HR community. Assist with vendor and contract management. Gather documents, facts, details, and relevant information related to compliance matters, including employee relations or ethics complaints. Generate a variety of metrics and analytics related to the various HR programs, contracts, and services associated with the responsibilities of this position. Required Qualifications
Bachelor's degree in Human Resources, Public Administration, Business, or a related field. Minimum of 5 years of experience in HR, compliance, or policy administration. Demonstrated knowledge of HR laws and regulations (e.g., FLSA, FMLA, ADA). Strong research, writing, and editing skills. Excellent verbal and written communication skills, with the ability to engage diverse stakeholders. Proven ability to coordinate multiple stakeholders and manage timelines. Strong organizational and project management skills. Proficiency in Microsoft Office Suite and other software tools. Knowledge of document lifecycle management and policy governance frameworks. Experience handling sensitive information and conducting fact-finding or preliminary reviews related to HR compliance or ethics matters. Preferred Qualifications
Experience in higher education or public sector HR. Experience developing templates, guides, or training materials. Experience with policy management systems (PolicyStat preferred). Knowledge, Skills, & Abilities
Knowledge of HR policy development and compliance practices. Ability to interpret and apply HR laws and regulations. Skill in managing policy documentation and version control. Ability to coordinate and communicate effectively with stakeholders at all levels. Strong attention to detail and ability to manage multiple priorities. Experience developing communication templates, tools, and training materials to support policy implementation. Experience managing HR-related projects or initiatives. Ability to gather, analyze, and synthesize information to support decision-making. Familiarity with policy administration tools and methodologies. Strong analytical and problem-solving skills.
