Grants Management Specialist 1 - Environmental Protection - Kanawha Co.
Under moderate supervision, performs full-performance level work to perform grant oversight and financial analysis on state and federal sub grants awarded by the agency. Duties To Include Preparation of subaward documents for federal and state subgrants; Enter required federal subaward reporting in the System for Award Management (SAM.gov). Work with directors and program managers to ensure subawards encumbrances and change orders are input into wvOASIS and regularly monitored. Provide status reports, availability of funds, and federal grant funding match. Provide federal grant administrative guidance to agency divisions per OMB Uniform Administrative Requirements (2 CFR Part 200). Ensure subrecipient compliance with WV Code 12-4-14 reporting and auditing requirements. Manage grant file retention requirements in AX Document Manager to meet inter-agency and federal guidelines. Submit grant funding activity documents to the Governor’s Office for preapproval. Assist in submitting federal grant requests through Grants.gov. Correspond with federal granting agencies and subaward recipients on project progression. Review and submit subgrant payment applications for accuracy and ensure correct financial coding is entered. Generate financial and informational reports in wvOASIS Business intelligence as needed or requested. May assist in the development of agency financial reports using Crystal Report Generator. Perform corrections and other adjusting entries to agency funds and budgets in wvOASIS. Analyze operations and work with fiscal staff to develop or improve standard operating procedures; work directly with and provide technical expertise to DEP financial reporting specialists and division directors to compile and organize information for internal and independent auditors. Employee will perform other duties as required and/or assigned. Employee Expectations Position requires advanced knowledge and use of Excel spreadsheets, Microsoft Word, Google Sheets, and wvOASIS. Occasional travel, including overnight, may be required. Overtime may be required for special projects. Employee may be required to complete a grant management certification program. Must be able to learn and become proficient in new systems quickly; effective oral and written communication skills are vital, as is the ability to think analytically. Must be eligible to operate a motor vehicle. Minimum Qualifications Bachelor’s degree from an accredited college or university. Substitution: Two years of full-time or equivalent part-time paid experience in contracts, grants management, procurement, or public administration.
