The successful candidate for the Executive Director position will be enthusiastic and creative, with a vision for how volunteers, working as part of the AmeriCorps program, can help to support important initiatives across West Virginia.
The Executive Director role requires a self-motivated, hands-on, organized professional with a positive, can-do attitude. They must enjoy the challenges of a growing and evolving service-oriented organization, be comfortable operating in a complex environment, and enjoy working with a variety of organizations, including small community organizations and organizations that operate nationwide. Flexibility, focus and understanding of the goals of Volunteer West Virginia will be critical.
About Volunteer West Virginia
The West Virginia Commission for National and Community Service (dba Volunteer West Virginia) is the state’s commission for national and community service agency. This small state agency of 5-9 staff members administers federal and state funding annually and oversees a wide variety of partnership development, community development, and volunteer programs. Operating under the umbrella of the Department of Tourism, the agency implements a three-year state service plan that sets priorities for its programs and activities.
The agency administers the AmeriCorps national service programs, supports non-profits by providing capacity-building training, promotes and develops disaster volunteer response networks and develops civically engaged leaders in West Virginia communities.
Duties and Responsibilities
Provide leadership for the organization in accordance with the policies and objectives established by the West Virginia Department of Tourism and a Governor-appointed, bipartisan group of volunteer state service Commissioners
Promote the overall vision, direction, health and growth of the organization and of national service and volunteerism in West Virginia
Manage day-to-day financial, operational and administrative functions of Volunteer West Virginia
Provide critical vision, leadership, direction and accountability for meeting state service goals
Provide fiscal and compliance oversight for a portfolio of AmeriCorps federal subgrants in West Virginia
Ensure that all applicable federal and state requirements for subgrantee management are met
Implement, test, correct, and evaluate financial, operational and administrative programs
Develop and utilize existing fiscal controls, accountability, budget reporting, and approval of all operational expenditures under the oversight of the Finance and Audit Committee and the state of West Virginia’s rules, processes, and procedures
Ensure appropriate completion of required annual and quarterly reports
Take responsibility for compliance with applicable Federal, State and local governmental requirements
Ensure compliance with all AmeriCorps and other required grant reporting
Provide professional development and coaching to staff
Manage the human resources of the organization according to authorized personnel policies and procedures and applicable current laws and regulations
Provide leadership to the board of Directors for Volunteer West Virginia, Inc., a separate and independent 501(c)3 nonprofit organization, which operates in support of the state agency
Support 15-25 Governor-appointed Commissioners in developing a strategy for service
Oversee the technology needs of the organization in partnership with the WV Office of Technology
Work with the Department of Tourism to ensure purchasing and procurement practices meet the state’s requirements
Write federal and state grants for operational funding of the organization
Oversee a budget comprised of federal, state and local match funding for AmeriCorps programs
Develop and implement strategies to maintain or expand funding of Volunteerism and AmeriCorps
Lead successful statewide initiatives in support of volunteer service
Coordinate with the Department of Tourism’s Finance Team to conduct regular reconciliations of budget to actuals
Coordinate with the Commission’s Finance and Audit Committee to conduct annual testing of internal controls and payment procedures
Assess and continually improve upon organizational strengths, weaknesses, threats and opportunities
Deliver public presentations to report on the organization’s activities and resources
Coordinates outreach and marketing for the organization
Develops and cultivates strategic service partnerships
Develops and implements a strategy to grow and strengthen service opportunities and volunteerism in the state
Desired Skills
Demonstrated ability to lead staff, volunteers, and other groups
Willingness to learn and implement Volunteer West Virginia’s mission, strategies, and initiatives
Experience managing federal grants and programs
Demonstrated experience using and learning new software programs for project management
Advanced use of Google Workspace, such as Google Sheets for spreadsheets, is a plus
Flexibility and ability to thrive in a work environment with significant change
Excellent customer service skills
Knowledge of best practices in accounting, budgeting and fiscal monitoring
Knowledge of the 2 CFR 200, which governs federal grants
Ability to coach staff and partners on compliance issues
Ability to research, interpret, apply, and communicate complex regulations, policies and procedures for a wide array of audiences
Ability to communicate effectively orally and in writing
Ability to exercise sound judgment in making critical decisions
Proficiency in analyzing complex information and developing plans to address identified issues
Excellent time management and organizational skills
Aptitude for working both independently with general supervision and as part of a project team
Ability to think strategically in relationship building and partnership development, problem solve and navigate difficult or highly technical scenarios with partners
