El Paso County is seeking a dynamic and seasoned Human Resource Business Partner. Reporting directly to the Employee Relations Supervisor, you'll be the heartbeat of our organization, driving initiatives that enhance employee engagement, foster collaboration, and nurture a culture of innovation. The ideal HRBP candidate will demonstrate employee relations expertise, excellent judgment, and highly developed analytical, interpersonal, problem-solving, and communication skills. This position will recommend strategies for employee relations and support the team in handling workplace concerns. The Human Resource Business Partner will stay attuned to organizational and operational changes across the County to identify potential employee relations risks and develop plans to address them proactively. Job Summary: Serve as a strategic partner and resource to the County’s departments and offices. Partner with leadership to align Human Resources (HR) operations with business objectives. Champion HR strategies such as employee development, mentoring, and coaching. Provide interpretation and guidance regarding HR functional areas, including benefits, compensation, talent acquisition, organizational development, and risk management. Essential Duties/Responsibilities: Serve as a strategic resource for Departments and Offices regarding employee relations matters, performance management, recruitment solutions, employee retention, workforce planning, training needs, risk, benefits, and compensation. Maintain in-depth knowledge of legal requirements related to the management of employees, reducing legal risks, and ensuring regulatory and policy compliance. Conduct workplace and Title VII investigations. Provide performance management guidance to leadership. Provide guidance and recommendations to leadership regarding the employee disciplinary process. Qualifications: Ability to interpret and apply Federal, State, and Local policies, laws, and regulations. Must be proficient with Microsoft Office (Word, PowerPoint, Excel, and Outlook) Software and HRIS systems. Ability to analyze problems, complex data, and information and identify alternative solutions. Must possess excellent writing, note-taking, and proofreading skills. Required Education & Experience: High school diploma or equivalent education. Four years of human resources experience of which two years must include providing performance management guidance, resolving complex employee relations issues, and conducting workplace and/or Title VII investigations. Preferred Education & Experience: Bachelor's degree in business administration, human resources, or a related field. Experience responding to unemployment insurance (UI) claims and attending UI appeal hearings. El Paso County is an E-Verify and Equal Opportunity Employer.
